eC2: Fiji Health PPP – Technical Consultant

The International Finance Corporation (IFC), has been engaged by the Ministry of PPPsEconomy of the Government of Fiji to advise it on implementing a PPP transaction for the redevelopment of Lautoka Hospital and Ba Hospital. The objective of the Project is to improve the health care infrastructure at the Project Hospitals and the quality and access of health care services.

The project is divided into three phases:

Phase 1: Due diligence and transaction structuring.
Phase 2: Transaction execution – project tendering.
Phase 3: Post transaction support – 24 month period.

IFC is looking to engage a Technical Consultant for Phase 3, for post transaction support to the Government and the Project team over a 24 month period. This will involve assistance with short-term contract management, technical assistance, and the development of contract manuals and capacity building for the client to develop the competency required to manage and monitor the PPP contract over the concession term.

eC2: Stock-Taking of Health and Education Facilities Energy Needs and Design of Solar-Powered Service Solutions in Burundi

Burundi has over 900 health centers and more than 1,400 secondary and vocational maxresdefaultschools, out of which the majority is not electrified. The World Bank seeks to hire the services of a firm to i) take stock of the electrification status and overall energy use of Health and Education Facilities in Burundi and ii) to design standardized solar-powered service packages to meet their current and future needs. The assignment should assess a representative share of those unelectrified facilities. A particular emphasis will be put on ways to ensure maintenance and operation of the systems, as one of the big challenges for long-term project success.

eC2: Kyrgyz Schools PPP – Technical Consultant

In November 2018 the International Finance Corporation (IFC) and the Ministry signed aindex Financial Advisory Services Agreement, under which IFC will act as the lead advisor to the Ministry in structuring a PPP for designing, financing, construction and/or reconstruction, operation and maintenance of 20 (new) schools It is expected that the Government will continue delivering educational services in the new schools. The private partner will be selected through a competitive tender process. IFC intends to select an engineering/ financial consultant to advise and assist IFC in undertaking due diligence and implementing a competitive selection of a private partner to implement the Project. The private partner will be responsible for designing, financing, construction and/or reconstruction, operation and maintenance of schools and it is expected that the Ministry will deliver the educational services, including the teachers and the management of the educational process.

eC2: UKRAINE REGIONAL AIRPORTS STUDY

The Ministry of Infrastructure of Ukraine in coordination with regional and city Airport_PPPadministration/council owners of the Lviv International Airport,Kherson International Airport,Chernivtsi International Airport and Zaporizhia International Airport is interested in exploring options to bring private sector financing and expertise into the rehabilitation, expansion and operations of the country’s airport sector, in order to improve service and reduce subsidies. to that end, the Global Infrastructure Facility, the International Finance Corporation and the European Bank for Reconstruction and Development are supporting the MIU and the regional and city administration/councils in conducting a preliminary assessment of options to attract private sector participation in the rehabilitation and expansion of the Airports. IFC and EBRD will procure and manage specialized technical and legal consultants for the assessment, supervise their work,and manage interactions with the public sector clients.

This firm consultancy will explore how circular economy (CE) approaches, specificallyindex among poor people and communities can achieve outcomes that promote poverty reduction, enhanced welfare and create new and expanded employment opportunities. The final output would cover, the potential role of CE in development; case studies and assessment of market potential; different policy approaches for scaling CE, and; recommendations to governments. The consultancy will be based on desk review, economic modeling and detailed case studies that will be selected collaboratively. This EOI was tender for a smaller amount and is now being retendered with an updated amount and TOR.

eC2: Improving Private Sector Participation in Dhaka Public Transport

The objective of the consultancy is to support the preparation of Dhaka Public Transport BRTC_double_decker_bus_03652Improvement Project (DPTIP) by i) assessing and improving institutional regulatory framework and client capacity to increase private sector participation in the public transportation sector in Dhaka; and ii) assessing and recommending specific PPP options and business-financial models for the operation of the feeders associated with the BRT line from Gazipur to Mohakhali, for the associated BRT infrastructure and for the operations of the city-wide bus service. The extent of PPP potential must be well assessed and structured based on client capacity, similar experiences in Bangladesh, the relative appetite of banks and investors in Bangladesh to invest in the transport sector (including through the exploration of financing options such as leasing), and the cost/access to finance for private operators and investors.

eC2: Market Assessment: Concept Development for PNG Technical Training Center for Women

company Rhodes PNG, is exploring the possibility of establishing a technical training college for women in PNG. Rhodes PNG has identified a site located at their Napa Napa campus, outside of Port Moresby, and have indicated they are interested in donating that site for use as a womens technical training college. IFC is now at the stage of conducting a detailed market assessment which will feed into the development of a detailed business plan for the proposed training college (Womens TVET project).

The objective of this assignment is to conduct a landscape analysis and market study to assess the feasibility of the proposed Womens TVET Project. It will include an assessment of the industry demand for skills and commitment toward supporting improved supply of skilled workers; , the current training supply in PNG; as well as the challenges and opportunities for women to access more and better training, and ultimately to access jobs. This assignment also aims to raise awareness of the project and obtain initial buy-in from industry.

Outputs under this assignment will be use to canvass potential investors and inform a go/ no go decision prior to developing a full business plan
