Across the eastern Caribbean sub-region many disaster agencies are under capacitated and institutionally weak due to limitations in human and financial resources. The World Bank is looking for qualified consulting firms to support 5 countries in the Eastern Caribbean and the Caribbean Disaster and Emergency Management Agency (CDEMA) in undertaking institutional assessments and strategic investment planning supporting the national and regional architecture for emergency preparedness and response. Work will be done in coordination with beneficiary Governments and CDEMA. The consulting services include (i) assessment of institutional arrangements in place and recommendations for institutional restructuring and organizational change; (ii) support for strategic planning and development of an investment roadmap based on each country’s hazard risk, organizational capacity and resources; and (iii) stakeholder engagement activities.

The International Finance Corporation (IFC), has been engaged by the Ministry of Economy of the Government of Fiji to advise it on implementing a PPP transaction for the redevelopment of Lautoka Hospital and Ba Hospital. The objective of the Project is to improve the health care infrastructure at the Project Hospitals and the quality and access of health care services.
The project is divided into three phases:
Phase 1: Due diligence and transaction structuring.
Phase 2: Transaction execution – project tendering.
Phase 3: Post transaction support – 24 month period.
IFC is looking to engage a Technical Consultant for Phase 3, for post transaction support to the Government and the Project team over a 24 month period. This will involve assistance with short-term contract management, technical assistance, and the development of contract manuals and capacity building for the client to develop the competency required to manage and monitor the PPP contract over the concession term.

The Bank is now looking for a firm that is capable of providing technical assistance to Director General Treasury in the Ministry of Finance of Indonesia in the enhancement and deployment of SAKTI application to over 24,000 spending units of the central government through the following:
a. Quality enhancements to the user interface, data interchange connectivity, and security of the current Client-Server application to a Web-Enabled one
b. Technical assessment of SAKTIs capability in providing and supporting functionality for FMIS (SPAN) and as a long-term solution for SPAN;
c. Preparation of a Training Plan for about 100,000 users of SAKTI across more than 24,000 spending units across country that is consistent with the web-enabled version of the application and its deployment plan.

Objective: In order to increase disaster risk awareness and capacity of communities by supporting them in conducting participatory disaster risk mapping and disaster risk reduction activities to inform the design and implementation of community sub-projects under the Citizen Charter Project (CCAP), this consultancy will work with select Community Development Councils (CDCs), created under the National Solidarity Program (NSP), in high risk accessible areas, focusing initially on the North of the country.
