eC2: Support Services Piloting of Forest Tenure Assessment Tool in Zambia, Myanmar, and DRC

The services to be provided under this contract include technical support the World 
Bank to implement the second phase of the program on Securing Forest Tenure Rights for Rural Development (SFT). The overall objective of this phase is to test and refine a forest tenure assessment toll and its methodologies to make it practical, adaptable to different contexts, and demonstrate it can achieve traction in policy discussions. Phase 2 will be implemented as a step-wise collaborative process, in close coordination with country task teams and local consultants, supported by a SFT central task team.
eC2: Capacity Building Program for Community Forestry Management

The objective of this consultancy is to design and implement a capacity building program
for community forestry that will benefit the implementation of the ASL projects in Brazil, Peru and Colombia. The process should involve a comprehensive study tour that will provide an opportunity for the participants to learn from successful cases and receive technical knowledge. Considering similarities with the conditions of the ASL projects, it is suggested that the study tour considers learning from the community management experiences In the Guatemala Maya Biosphere Reserve. Due to previous engagement in forest community, working with the Association of Forest Communities of Peten (ACOFOP) and the NGO PRIMSA would be required.
The capacity building program should also encourage the establishment of a community of learners among the beneficiaries, offering them with tools to become trainers of peers in their own countries and within their projects. The program shall also result in a set of guidelines to allow scaling up for other participants, exchanges and topics.
eConsultant2: Commercial Plantation Forestry Industry Investment Plan

The objective of each study is to provide recommendations for financially feasible options 
for commercial plantation forestry industry cluster development. This would be for the optimal utilization of existing and potential plantation forestry wood resources in terms of wood product market requirements both domestic and export. Industry cluster development options should consider all possible impacting factors including available suitable wood and land resources, possible outgrowers, markets, infrastructure and workforce, communities, existing businesses, and possible SOE privatization/inclusions.
eConsultant2: Review and analysis of current forestry-related legislation, institutional and administrative structure

Current assignment suggests:
Review the existing forestry and main related legislation and regulations in order to identify existing gaps, conflicts and discrepancies; Identify options for changes and amendments based on findings; Prepare a set of recommendations to serve as a base for the Ministry to further draft the amendments for various related legislation to the Ministry of Agriculture, which will be in charge of presenting the amendments for the Parliaments approval;
Review the existing institutional arrangements of the responsible forest authority (Hayantar SNCO), identify strengths and weaknesses, as well as possible duplications with various state forest authorities; and prepare a set of recommendations on how to improve the existing institutional arrangements for the forest agency.
