eC2: Indonesia: Least-Cost Planning and Dispatch Diagnosis in Eastern Islands

The assignment will focus on a number of islands (targeting a total of 10-12) based on theindex following criteria (a) the size of PLN grid (5-150MW); (b) high average generation cost; and (c) electrification rate below 90%. The selected islands will be communicated to the Consultant before the start of the assignment. They are all located in the Eastern Islands and were divided into three groups, (i) islands with a small installed generation capacity and limited electrification, (ii) islands with an installed generation capacity of 50-150 MW with only diesel generation and very high average generation cost and (iii) islands with an installed generation capacity of 50-150 MW with diesel and coal generation and high average generation cost.

  • Battery storage allows for wind and solar energy to be used at a much greater scale by making it possible to store electricity and use it when it is needed most.
  • The program, which is expected to mobilize another $4 billion, will help countries leapfrog to a new era of energy technology and improve their energy security and grid stability while bolstering global efforts to transition to clean energy.

The World Bank is currently working with Saint Lucia (SLU) and Saint Vincent and the Grenadines (SVG) in the Caribbean to help improve the resilience of the power systems of these two countries to extreme weather events that will become more severe due to climate change. The World Bank will offer similar support to three other OECS countries afterwards. These Terms of Reference (TOR) are for a Power System Engineering Consulting Firm to support the World Bank energy team by conducting an assessment of the impacts of past storms (2 -3) on the power systems of SLU, SVG, St. Kitts and Nevis (SKN), and Antigua and Barbuda (A&B), identifying key risks and vulnerabilities, and offering energy resilience enhancement recommendations associated with utility power generation assets as well as transmission and distribution systems. The consulting firm will also develop an investment plan with the estimated cost of these recommended measures.

eC2: Design of a National Registry System to Support Cost-Effective Greenhouse Gas Reductions in Sri Lanka

A carbon registry is required to perform two basic functions (i) determine the quantity of index carbon units held by account holders and (ii) enable the exchange of carbon units between account holders. with the support from the Partnership for Market Readiness (PMR), the Government of Sri Lanka aims to design a national registry system for recording project or mitigation action details, registration and approval, reporting of monitoring data, and the transactional features of carbon units. The registry is an essential tool through which the success of the mechanism will be measured and improved. It will be used for all reporting, collecting, and checking purposes, storing compliance data and identifying any cases of enforcement. It will also track the emissions and trading activity for registered users over the life of a particular scheme.

A local (South Africa) consulting firm is being sought who will undertake the following work:
1. Establish baselines and collect key performance indicators data on the water, energy and chemicals use and wastewater generated.
2. Design and propose a resource efficiency improvement program (energy, water and chemicals).
3. Prepare a financial plan for the resource efficiency program. The financial plan must explore different investment and business model options and describe which fits the best a selected client.
4. Assess the financial feasibility of implementing power generation projects such as solar photovoltaic, natural gas generators and combined heat and power system.
