IFC is looking for a Consultant to help assess the impact of an investment project in
Uganda, financed by IFC and the Global Agriculture and Food Security Program.
The project is expected to be a senior loan to a bank in Uganda focused on the micro and small market segments. The purpose of the project is to support the expansion of the banks lending program to micro enterprises owned by women and in the agriculture sector.

IFCs SME Ventures supports local entrepreneurship in FCS, IDA and frontier markets by
providing risk capital/ patient capital that are otherwise extremely scarce. Established in 2008, the successful raise of a follow-on fund by the Central Africa SME Fund validated IFCs pioneering role, and IFC secured Boards approval to expand the program globally in 2015.
Building on its decades experience, the SME Ventures, by working with the FCS Africa team, (the project team, hereafter) intends to develop a knowledge product that provides a practical and relevant information and guidance to GPs and LPs. The knowledge product will capture the SME Ventures and its partners experience and provide insights and solutions to day to day challenges that GPs and LPs face. The final report will be launched during the fourth SME Ventures Forum in March 2018.

Under The Partnership for Financial Inclusion, IFC is assisting a mobile network
operator (MNO) in Cameroon to expand their existing customer segment to new clients and markets. IFC is supporting the MNOs plans to implement an expansion and financial inclusion strategy with research to identify opportunities in the market that will help the MNO develop the best products to service its customer base. IFC is looking for a market research firm (Consultants) for this research assignment on mobile money and access to finance in Cameroon. Consultants will be hired to conduct desk research, data collection and analysis on customer needs and preferences for financial services and the extent to which these needs may be met through mobile money. The market research will also involve a competitor analysis, agent profiling, customer segmentation, and product assessment. The goal is to identify and quantify the potential customer base in the Cameroonian market.

The Objective: The main objective of this assignment is to introduce regulatory reforms
and also build the Veterinary Drugs and Feed Administration and Control Authorities capacity to enable it execute its role more efficiently.
Scope of Overall Work: The scope of overall work involves but is not limited to:
a) Capacity-building of VDFACA and its technical staff in the relevant areas of regulatory processes
b) Recommending and assisting VDFACA to implement streamlined registration and licensing procedures for the veterinary drugs, vaccines and animal compound feeds through, simplification, rationalization, and where possible and desirable, automation. This is in relation to procedures that are VDFACA s responsibility
c) Assisting VDFACA to increase the consistency and predictability of registration and licensing procedures
d) Strengthen VDFACAs capacity to conduct inspections on drug consignments at ports of entry, wholesale and retail outlets
e) Support VDFACA to increase its capacity for pharmacovigilance (market surveillance)
f) Support VDFACAs and or MoLFs capacity to address anti-microbial resistance and animal food residues
g) Upgrading of VDFACA laboratory staffs capacity to conduct tests on drug samples

Identification matters
How do we prove who we are to the people and institutions with whom we interact? Imagine trying to open your first bank account, prove your eligibility for health insurance, or apply for university without an ID; quality of life and opportunities become severely restricted. An officially-recognized form of ID is the key enabler – critical not only for exercising a wide range of rights but also for accessing healthcare, education, finance, and other essential services. According to the World Bank Group’s latest estimates, this is problematic for an estimated 1.1 billion people around the globe.
