Objective: This consultancy will support the government of Cameroon to build a more conducive PPP framework in Cameroon. Through a modernized PPP legal and institutional framework and enhanced capacity of PPP institutions, in particular CARPA, to identify and prepare PPP projects, the Government in Cameroon will be in a better position to attract private sector participation in infrastructure development.
In 2013, I was confronted by the realization of my country’s situation at a parliamentarian workshop organized by UNICEF where I learned about the different forms of malnutrition that we face. There, I discovered that my country, Cameroon, has an overall stunting prevalence of 32% for children under age five. In other words, one in three children under the age of five is affected. I now know of the devastating effects of malnutrition on the health of families, children and adolescents and consequently on the development of our country. As a parliamentarian, I’ve worked to serve my constituency and set up a community health insurance which helps improve the coverage of vulnerable children and young people. These challenges are our daily reality, but I was surprised to see them highlighted by the President of the World Bank in Washington, DC when I traveled there for the World Bank’s Spring Meetings.

Under The Partnership for Financial Inclusion, IFC is assisting a mobile network operator (MNO) in Cameroon to expand their existing customer segment to new clients and markets. IFC is supporting the MNOs plans to implement an expansion and financial inclusion strategy with research to identify opportunities in the market that will help the MNO develop the best products to service its customer base. IFC is looking for a market research firm (Consultants) for this research assignment on mobile money and access to finance in Cameroon. Consultants will be hired to conduct desk research, data collection and analysis on customer needs and preferences for financial services and the extent to which these needs may be met through mobile money. The market research will also involve a competitor analysis, agent profiling, customer segmentation, and product assessment. The goal is to identify and quantify the potential customer base in the Cameroonian market.

IFC is seeking to employ a Specialist on a Short Term Consultant basis, with extensive experience in agricultural finance, risk management, and SME finance. He/She will support the Program in designing, implementing and managing client advisory services projects in Sub Saharan Africa, with a focus on French speaking countries in the region. He/She will report to the Program Lead and will work closely with the Senior Agrifinance Specialist, the Investment Officers and other Advisory Services staff.
