eC2: Support to the Design of the Operations Control Center (OCC) for SPTRANS

The activities to be completed by the Consultant under the TORs support activity. lu-local-bus-franz_bous-flickrSpecifically, they support the development of a new management platform for bus operations by SPTrans (SP Municipal Bus Authority) in the context of a new Operations Control Center (OCC) to be implemented. Bus operation across the city of Sao Paulo is concessioned to private operators, under the supervision of SPTrans. There are opportunities for improving the monitoring of the services and management of contracts through the development of a communication platform that allows for operators and SPTrans to interchange critical information, such as fines and operational data, and allow for real-time management of operations, as well as feed on-time information to users, such as alterations in schedule/routes and service cuts. Currently, several steps on these processes occur manually, reducing reliability of information and generating unwanted costs.

The International Finance Corporation (IFC), a member of the World Bank Group, has been mandated by the Federal Government of Brazil (GoB), through CAIXA, its state-owned development bank (the Client) to provide lead transaction advice on the development and implementation of a Public-Private Partnership (PPP or the Project) to improve the delivery of public lighting for up to 6 Municipalities (Municipalities). IFC is now looking to hire a consultant (Consultant) to work throughout the development of the transaction with expertise in: (i) Project Management Office; (ii) Technical Street Lighting, including Artistic and Special Areas Lighting; and (iii) Economic-Financial modeling.

eC2: Capacity Building Program for Community Forestry Management

The objective of this consultancy is to design and implement a capacity building programport_barton_palawan2 for community forestry that will benefit the implementation of the ASL projects in Brazil, Peru and Colombia. The process should involve a comprehensive study tour that will provide an opportunity for the participants to learn from successful cases and receive technical knowledge. Considering similarities with the conditions of the ASL projects, it is suggested that the study tour considers learning from the community management experiences In the Guatemala Maya Biosphere Reserve. Due to previous engagement in forest community, working with the Association of Forest Communities of Peten (ACOFOP) and the NGO PRIMSA would be required.
The capacity building program should also encourage the establishment of a community of learners among the beneficiaries, offering them with tools to become trainers of peers in their own countries and within their projects. The program shall also result in a set of guidelines to allow scaling up for other participants, exchanges and topics.

eC2: Smart Traffic Lights in Sao Paulo

established in the 70s. Since then, it underwent through two major attempts of technological renewal, without success. The public perception is of a system prone to failure, especially during rainy season. Last year, more than 35k incidents were reported. 70% of failures are due to wear and tear on equipment. The system is vulnerable to Brazilian inconstant power grid. Finally, most lights operate without central communication.

The WB is selecting a firm to provide technical advice to the City of Sao Paulo on their smart traffic lights program, with resources from the UK Prosperity Fund for Mobility. Considering the current infrastructure and traffic in São Paulo as well as the maturity of available solutions, the TA will compare technologies and develop an economic analysis to propose a strategy of gradual investments in the system to obtain increasing levels of service and sustainability.

eC2: Techemerge Health Brazil – consultancy services to support the promotion and implementation of the project.

Objective: IFC is seeking a consulting firm to provide support in promoting the open call for applications and in supporting the implementation of field testing/demonstration projects. Specific responsibilities under this assignment include: 1) Promoting the TechEmerge Brazil Health program, including the Open Call for applications. 2) Managing and overseeing the implementation of the selected pilot projects to receive support and grant funding under the TechEmerge Brazil Health program. Includes collecting the required documentation for pilot project approval/kick-off, working with Innovators to receive monthly reporting, holding monthly progress update calls with Innovators and Providers, and conducting at least one onsite visit per pilot project. 3) Administering, monitoring and reporting on grant funding made to Brazilian healthcare providers, in line with approved allocations, to support the implementation of pilot projects.

eC2: Special Areas and Artistic Lighting Consultant for Street Lighting PPP in Rio de Janeiro

IFC has been mandated by the Municipality of Rio de Janeiro, through its Secretary of Services, to provide lead transaction advice on the implementation of a PPP to expand, refurbish, maintain the current lighting stock with modern lighting technology and build and implement a centralized OCC. The project is expected to improve public lighting services to the population, generate energy savings (and thereby avoided GHG emissions) and support the improvement of public safety. IFC is looking to hire a consultant to provide support on the development of the PPP throughout the main phases of the advisory process: Phase I(Structuring) and Phase II(Procurement).
The main objective of this assignment shall be to support IFC in the analysis and selection of urban patrimony and special areas within the city and to develop projects and guidelines to be implemented in these areas.

Dutch consortium presents clean-up plan to combat pollution of Guanabara Bay, Rio de Janeiro

This polluted bay will be the scene of the OIympic water sports venues in August 2016.

A Dutch consortium of government, companies, knowledge institutes and NGOs has joined forces to help Rio de Janeiro to structurally clean up their polluted Guanabara Bay. On 30 June a Dutch delegation presented the ‘Clean Urban Delta Initiative’ to the secretary for the environment of the State of Rio de Janeiro André Corrêa.

The World Bank and the Inter-American Development Bank are so enthusiastic about the Dutch approach that they would like to help make the proposed approach a success. Continue reading →
