The challenge to be climate smart with the world’s agriculture

Here’s something you may not be aware of: agriculture and changes in land use already contribute 25 percent of greenhouse gas emissions. It’s a statistic that matters in the face of two unrelenting challenges now facing the globe –how to turn the promises of last December’s historic Paris climate change agreement into reality and how to feed a growing global population.

Already more than one billion people on the planet are now undernourished, and the world needs to produce at least 50 percent more food by 2050 to feed an estimated nine billion people. And we have to achieve that while delivering on the Paris agreement to keep the global temperature rise well below two degrees Celsius and to drive efforts to limit the temperature increase even further to 1.5 degrees Celsius above pre-industrial levels.

The infoDevs Climate Technology Program (CTP) is seeking expressions of interests (EOIs) scaling+solar+main+bannerfrom individual firms or consortia that specialize in identifying, investigating, and facilitating business model diffusion in emerging markets. The core goal of the assignment is to facilitate identification, market validation and adoption of 2-3 business models in the renewable energy sector through the facilitation of uptake by existing companies in Kenya and South Africa. Throughout the piloting process, CTP aims to generate concrete lessons learned and insights that will be applied by public or private institutions to do further business model diffusion pilots or to scale up validated pilots. This assignment will include activities to be designed and implemented over a 12-18 month period.

eC2: Scaling Solar Madagascar: Resource Management

The Scaling Solar program (see http://www.scalingsolar.org) aims to accelerate the roll-out of scaling+solar+main+bannercompetitively priced, utility-scale solar photovoltaic (PV) power in Sub-Saharan Africa through a coordinated, packaged and largely standardised joint World Bank Group (World Bank, IFC, and MIGA) solution based on a templated Public Private Partnership (PPP) transaction. To date, three countries have signed up to the program and more countries are expected to follow shortly. In relation to Scaling Solar Madagascar, IFC intends to hire a firm to provide reliable on-site measured solar resource data for a site in Madagascar for a period of 1 year. The firm is to install, manage and maintain a solar resource measurement station at the site in order to provide bankable solar resource data.

Lighting Africa, a joint World Bank/IFC program aims at helping address the lighting light-bulb-297489_640needs of consumers who rely predominantly on fuel-based kerosene lamps and candles by enabling them gain access to non-fossil fuel-based, low-cost, high-quality, safe, and reliable lighting products.

The Lighting Africa, Tanzania program has identified consumer education as a critical component in developing the market for off-grid lighting products in Tanzania. The consumer education initiatives will include an above-the-line campaign through a broad range of marketing and public awareness activities including TV, radio, print media, out-of-home, social media and mobile advertising etc designed to reach consumers and create behavioral change.

The consumer education initiatives will also include below-the-line consumer engagements such as consumer activations, stakeholder events, roadshows, direct marketing, and digital activation activities etc designed to reach consumers and create behavioral change.

Breaking Down Barriers: Unlocking Africa’s Potential through Vigorous Competition Policy

  • A new report finds that reducing the price of food staples by 10% could lift nearly half a million people out of poverty in Kenya, South Africa and Zambia alone.
  • African countries have much to gain from promoting competitive markets. Cartels, anticompetitive business practices, and rules that shield markets from competition are significant issues that increase prices for a variety of products.
  • Competition authorities have made progress in recent years, but many challenges remain. A starting point is to remove barriers to competition in critical sectors, such as cement, fertilizers and telecommunications.

eConsultant2: Energy Access Household Survey in Liberia

The World Bank-ESMAP team is launching the first Global Energy Access Household AfricaSurveys in access deficit countries to set a baseline to track progress towards Sustainable Energy for All (SE4All) goal and Sustainable Development Goal (SDG) number 7 on access to affordable, reliable and sustainable modern energy by 2030.

A reputed firm with extensive experience in household surveys is sought to conduct the baseline survey on energy access and forecast of electricity demand in Liberia using the multi-tier framework approach to track progress towards SDG7 and SE4ALL goal. The survey will be nationally representative and administered to both urban and rural localities. The firm will work with the World Bank-ESMAP to pre-test, finalize and implement the survey. Data collection should be carefully monitored to ensure high quality information. After completing the fieldwork, the firm will deliver the final dataset and summary report to the World Bank-ESMAP. Additional details on the scope of work will be available in the Terms of Reference (TOR).

Development Policies, Institutions Improve in Few African Countries

ABIDJAN, June 28, 2016 — A new assessment of the quality of government policies and CPIA-AFRICA-COVERinstitutions that support growth and poverty reduction in Africa shows some progress for a few countries but flat or deteriorating scores for the majority, according to a new World Bank Review.

The latest Country Policy and Institutional Assessment (CPIA) for Africa describes the progress made in low-income African countries to strengthen their policies and institutions that help to spur better development outcomes.

The Government of South Africa seeks an analysis of the options for increasing scaling+solar+main+bannerBroad-Based Black Economic Empowerment Shareholder participation in the Renewable Energy Independent Power Producer Program (REIPPP) including by improving the accessibility and terms of financing for B-BBEE equity and increasing the ability of B-BBEE shareholders to realize the benefit of their investment. This should include an assessment of the enabling conditions for primary market participation and also the constraints affecting the sale of B-BBEE shareholdings in REIPP projects. The same analysis could also be applied to other (non-renewable) projects procured under the Independent Power Producers Programme of the Department of Energy to the extent the B-BBEE position is similar.
