Tender: Implementation Support Consultancy for Sri Lanka Water and Sanitation Improvement Project

The Government of Sri Lanka has applied for financing from the World Bank toward the cost of the Sri Lanka Water Supply and Sanitation Improvement Project (SLWSSIP) and intends to apply part of the proceeds for consulting services.

The consulting services include the provision of technical and project management support to the Project Management Unit (PMU) housed in the Ministry of Urban Development, Water Supply and Drainage (MUDWSD) and to associate Project Implementation Units (PIUs) in the districts of Mulaithivu and Kilinochchi in Northern Province, Nuwara Eliya in Central Province, Badulla and Monaragala in Uva Province and Kegalle and Ratnapura in Sabaragamuwa Province. The total project cost is around US$180 Mn and the implementation period is 5 years. Continue reading

New World Bank Procurement Framework Approved

Evaluation of the Public-Private Infrastructure Advisory Facility’s Sub-National Technical Assistance Program (PPIAF-SNTA):

The Public-Private Infrastructure Advisory Facility (PPIAF) is a multi-donor technical assistance facility that is housed within and is the principal donor funded program of the World Banks PPP Cross-Cutting Solution Area.

PPIAFs Sub-National Technical Assistance Program (SNTA) began operations in July 2007, and has now completed eight years of operations. During PPIAFs annual program council meeting in Dakar, Senegal in May 2015, PPIAFs donors requested that an impact evaluation of the SNTA program be included in the FY16 Work Program. PPIAF is therefore commissioning this Independent Evaluation of the SNTA Programs performance and progress to date, to inform/evidence the Programs longer-term prospects and identify need for inputs in the future. World Bank Approves Largest Ever Guarantees for Ghana’s Energy Transformation

The World Bank’s Board of Directors today approved a record investment of $700 million in guarantees for Ghana’s Sankofa Gas Project – a transformational project that will help address the country’s serious energy shortages by developing new sources of clean and affordable natural gas for domestic power generation.

The Board approved a unique combination of two guarantees for the Project – an IDA Payment guarantee of $500 million that supports timely payments for gas purchases by Ghana National Petroleum Corporation and an IBRD Enclave Loan guarantee of $200 million that enables the project to secure financing from its private sponsors. Together, the guarantees are expected to mobilize $7.9 billion in new private investment for offshore natural gas, representing the biggest foreign direct investment in Ghana’s history.

The exploration and commercialization of the gas will be carried out by two private investors, Eni of Italy and Vitol Group of the Netherlands

Reforming the Bank’s Procurement Framework

Today, on July 21, 2015, the World Bank Board of Directors will be discussing, and hopefully approving, the proposed new set of procurement rules and procedures. To give you the context, please find below an interview with the World Bank Chief Procurement Officer, Mr. Chris Browne.

In 2012, the World Bank started a review of the procurement rules and procedures that regulate how borrowing governments can use Bank money for buying goods, services, works, and for hiring consultants. The goal – to reform procurement in Bank operations to better support clients to achieve value for money and to produce sustainable development, while upholding the highest fiduciary and integrity standards. The review process included two global multi-stakeholder consultations. The Bank engaged with more than 4,000 stakeholders from governments, the private sector and civil society to develop a procurement framework that is fit for purpose for development.

The study should provide both qualitative and quantitative analysis of the market for solar home systems (SHS) of up to 100Wp in Ethiopia. This is expected to include detailed assessment of:

  • Market segmentation (e.g. by income level, size of home, region, domestic /commercial/institutional use) and size.
  • Consumer preferences including consideration of system size, features, product range, design, functionality, retail channels etc.
  • Consumer willingness to pay including consideration of both upfront and consumer finance / microfinance based approaches.

IFC seeks to recruit a short term international consultant to support their Environmental and Social Hydropower Advisory Services Program in Lao PDR. The assignment aims to provide capacity building and training through the development and production of a river basin profile for the Nam Ou River Basin. The production of the river basin profile will be undertaken in collaboration with the Ministry of Natural Resources and Environment (MONRE), Provincial Natural Resources and Environment Offices (PONRE), District Natural Resources and Environment Offices (DONRE) in the provinces of Phongsaly, Oudomxay and Luang Prabang and IFC (constituting the Core Team) as well as other relevant stakeholders where required.
