The Trade and Competitiveness Global Practice (TCGP) within the World Bank Group
is seeking to hire an expert to assist in the development of a NQI value proposition in the following two areas (A)and (B):
(A) Developing a diagnostic tool(s) that assesses a country’s status quo and readiness for NQI reform
(B) Contribute to increasing knowledge of the project team through:
a) Design and conduct a training session about the developed diagnostic tool
b) Participate in dialogue among T&C staff to refine the NQI value proposition
c) Test the diagnostic tool in a selected pilot country
through a Disaster Risk Management (DRM) Project with tentative size of US$60 million. This assignment would prepare the project and support the government to develop an investment plan and feasibility study to prioritize resilient rural infrastructure investments and strengthen DRM systems.

In order to achieve this, the Consultancy will manage the consultation process with stakeholders; facilitate discussions, organize and moderate workshops; collect data and conduct analyses; and, prepare draft and final documents for approval.
