A challenging area in agricultural water management is the assessment of policy and investment options in irrigated agriculture for conserving water and adapting to increasing water scarcity, in particular when the linkages to groundwater resources and their management are to be considered and incorporated.

The objective of this assignment is to identify creditworthy 
public (municipal and regional), private and mixed-ownership water utilities in Colombia, which have realistic chances of becoming IFC investment and advisory clients (criteria to be provided further). A consultant will collect comprehensive in-depth information on these utilities as per TOR. In addition, a brief review of the institutional and regulatory environment pertaining to the water sector in Colombia will have to be prepared.

may double in just two decades.
As economies and populations grow, their demand for water also grows. Water is not only essential for human life, it is a vital factor for production – meaning that diminishing water supplies can translate into lower economic growth. A recent assessment, “High and Dry: Climate Change, Water and the Economy”, a report by the Water Global Practice of the World Bank, found that some regions could see their growth rates decline by as much as 6% of GDP by 2050 due to water-related losses in various sectors.

The data collection should be collected electronically, using tablet computers and software such as Open Data Kit, Blaise, CSPro, or SurveyBe. The World Bank Research team will take on the task of programming the survey, but significant input will be expected from the firm in testing, and perfecting the instrument. The expected duration of the contract is from September December 2016, with the actual data collection taking place in October.
