eC2: Scaling Solar – Technical, Environmental and Social Consultant

IFC has been retained as lead transaction advisor by Ethiopian Electric Power to procure scaling+solar+main+bannerthe development, construction and operation and maintenance of up to 500MW of utility scale solar PV projects on a PPP basis under the Scaling Solar Program (the Project).

As such, IFC is procuring a technical, environmental and social consulting firm to advise on the Project. The assignment will be split in to several phases and is expected to include:

Evaluation of a shortlist of potential sites; review of grid code and development of the PPA technical limits schedule; detailed site studies for selected sites, including ground investigations, grid integration studies and E&S scoping; and support to the tender process (e.g. tailoring of the technical and E&S content in the template transaction documents, prequalification evaluation, responding to bidders clarifications, bid evaluation, negotiation support).

Use of a local partner for ground investigations and local E&S expertise is recommended.

The International Finance Corporation (IFC) is in discussions with governments in the East and South Asia region, including Government of Sri Lanka, and Government of Myanmar, to act as Lead Transaction Advisor in assisting in the development of Liquefied Natural Gas (LNG) import terminal infrastructure, under a Public Private Partnership (PPP) model (the Project). IFC seeks to appoint Technical Consultant(s) to assist in technical due diligence for the proposed project(s) including determination of demand assessment, LNG procurement strategy, site assessments, preliminary project design and costing, environment and social scoping studies, and other technical inputs to contract design and bid process.

eC2:Lesotho PPP Policy and Legal Framework

The Government of Lesotho (GoL) is interested in developing a framework to attract private sector participation. Previously, GoL has developed a draft PPP Policy and regulations and is now seeking consultant support to review these existing and related documents and assist in formulating an updated PPP Policy and drafting the PPP law and regulations.

MoU World Bank and Government of Curaçao

On Thursday September 15th the World Bank and the Government of Curaçao signed a Memorandum of 20160915-img_4375-2Understanding (MoU) focused on strengthen the relations and promoting the exchange of knowledge and expertise in areas of mutual interest. The Country Director for the Caribbean at the World Bank Ms. Sophie Sirtaine came to Curaçao for the official signing ceremony. The Government of Curaçao was represented by the Minister Economic Development.

The Minister of Finance was also involved in the process to get to this MoU. Both ministers were happy this MoU was signed as it is an expression of Curaçao’s desire to establish meaningful working relationships with strategic international partners in support of Curaçao’s long term sustainable development goals.

The Project consists of two components: Knowledge Development and Knowledge Exchange & Dissemination. The first component will study the evolution of disaster resilient PPP projects and the contractual and procurement structure that has impacted on private investment. The second component will consist of workshops where lessons learned will be discussed and shared among stakeholders. The final Technical Guides will be produced combining the case studies and the outcome of the workshops, disseminated through several channels to feed into PPP project preparation and standardization of PPP documents.

WB report: How Eight Cities Succeeded in Rejuvenating their Urban Land

The single most crucial component in rejuvenating decaying urban areas around the world is private sector participation, according to a report released today from the World Bank and the Public Private Infrastructure Advisory Facility (PPIAF) during the World Cities Summit taking place in Singapore this week.

Urban regeneration projects are rarely implemented solely by the public sector.  There is a need for massive financial resources that most cities can’t meet,” said Ede Ijjasz-Vasquez, Senior Director for the World Bank’s Social, Urban, Rural and Resilience Global Practice.  “Participation from the private sector is a critical factor in determining whether a regeneration program is successful – programs that create urban areas where citizens can live, work, and thrive.”

eC2: STRATEGIC ENGAGEMENT FOR INFRASTRUCTURE PPP IN GUINEA BISSAU

The Government of Guinea-Bissau (GoGB)s Strategy Document flags the enormous needs for infrastructure investments that the country is facing and confirms the importance of PPP to advance specific projects and overall economic growth. In this context, the GoGB requested technical assistance from WBG to foster the agenda of PPPs in the country. To assist in the execution of this mandate, the WBG requires the services of a consulting firm with a good understanding of PPP development challenges in developing countries, to perform activities under the second pillar including (i) Assistance to the Administração dos Portos da Guiné-Bissau to take stock of the existing social context at the port of Bissau in view of a possible PPP transaction; (ii) Review of existing project pipelines and pre-feasibility study of the first two priority projects identified (iii) Capacity building program.
