IFC looks to support PPP development at sub-national level by providing advisory services to sub-national entities, with a focus on infrastructure. A wide spectrum of urban infrastructure and services is covered, including:
– water and wastewater: infrastructure expansion or rehabilitation, loss reduction program, installation of meters, contracting with and/or operations of private utilities etc.
– solid waste: collection, treatment and disposal, waste to energy, role of private providers of waste services etc.
– roads and public transport: new road construction or rehabilitation of existing roads, buses, rail, metro lines etc.
– health and education facilities, including schools, hospitals etc.

IFC investment in Dutch Africa Improved Foods (Holding) (AIFH) in Rwanda

On July 7, 2015, the IFC and the AIFH have AIFHsigned an agreement for a $21.5 million loan and $4.5 million equity investment by IFC in AIFH. This loan comes with support from the Dutch-funded Global Agriculture Food Security Program (GAFSP), and is intended for the construction and operation of a 45,000 tons per year processing plant in Rwanda for fortified cereals to treat child malnutrition. IFC investment in Dutch Afriflora

Earlier this year the IFC proposed, and theAfriflora Board of Directors approved, an investment in the Dutch Afriflora Group. The agreement was signed on April 13, and the investment made a month later, on May 13, 2015. The investment consists of an IFC and MCPP senior secured €90 million (US$112 million equivalent) loan.

Afriflora is a family-run manufacturer and marketer of cut-rose products based in Ethiopia. Continue reading

IFC and Dutch investment banks team up

Data released by the International Finance Corporation (IFC), the private sector arm of the World Bank Group, shows that Dutch investment bank FMO was the largest co-investor of the IFC in Fiscal Year 2014. Additionally, of the entire IFC portfolio, two of the five largest co-financiers were Dutch.

The IFC invests in private sector entities IFC and the Dutchthat are active in developing countries. However, as described in a previous blog post, the IFC’s share of the investment is typically no more than 25-35%. The remainder has to come from other investors. Continue reading

eConsultant2: Framework Agreement for PPP Rapid Support Assessments

PPIAF has supported the delivery of rapid needs assessments (RNA) for PPP enabling environments since 2011. The rapid support framework (RSF) expands on the support offered under the RNA activities and seeks to respond to increasing client government requests for just-in-time support and technical advice on PPP programs.

The objective of the Consulting Assignment is to assist client governments in developing and implementing their PPP programs. The assignment may include some or all of the following assistance for selected countries: i) conducting a rapid diagnostic of the PPP enabling environments to identify gaps impeding the development of PPP programs; ii) developing and prioritizing a PPP project pipeline; and iii) developing a business case for 1-2 pilot project(s). India – Jhelum and Tawi Flood Recovery Project

The Jhelum and Tawi Flood Recovery Project for India, worth a total of $250 million, will support the recovery and increase disaster resilience in Project Areas, and increase the capacity of the Project Implementing Entity to respond promptly and effectively to an eligible crisis or emergency. The flood affected region consists of 22 districts, affecting 12.5 million people.
