Overall Objective of the assignment
The overall objective of this assignment is to better understand the state of meteorology, hydrology and climate services and early warning systems in Central Africa and draft a regional framework to improve decisions making for flood and drought management in Central Africa.

Specific objectives:
More specifically, the assignment has the following objectives:
(i) Draft a regional synthesis report on state of hydrometeorological and climate services and early warning systems (EWS) in Central Africa
(ii) Develop a guidance note for improving early warning systems in Central Africa
(iii) Elaborate a draft regional framework for hydrometeorological services improvement with an action plan for Central Africa.
(iv) Support the World Bank in organizing the 2nd HYDROMET Forum in Central Africa

eC2: Fiji Health PPP – Technical Consultant

The International Finance Corporation (IFC), has been engaged by the Ministry of PPPsEconomy of the Government of Fiji to advise it on implementing a PPP transaction for the redevelopment of Lautoka Hospital and Ba Hospital. The objective of the Project is to improve the health care infrastructure at the Project Hospitals and the quality and access of health care services.

The project is divided into three phases:

Phase 1: Due diligence and transaction structuring.
Phase 2: Transaction execution – project tendering.
Phase 3: Post transaction support – 24 month period.

IFC is looking to engage a Technical Consultant for Phase 3, for post transaction support to the Government and the Project team over a 24 month period. This will involve assistance with short-term contract management, technical assistance, and the development of contract manuals and capacity building for the client to develop the competency required to manage and monitor the PPP contract over the concession term.

The IC in Agribusiness project aims to improve the business climate for agribusiness through the implementation of targeted reforms aimed at unlocking investments high potential value chains and improving investments retention and generation. To implement these reforms, a dialogue mechanism to mobilize government and business community’s commitment is needed.

The IFC seeks to hire the services of a Consultant to support the identification and implementation of priority reforms for the agribusiness sector in Guinea. The Consultant will help drive the reforms on the Guinea agribusiness sector and will work closely with the designated teams within to implement these reforms.

Burundi has over 900 health centers and more than 1,400 secondary and vocational maxresdefaultschools, out of which the majority is not electrified. The World Bank seeks to hire the services of a firm to i) take stock of the electrification status and overall energy use of Health and Education Facilities in Burundi and ii) to design standardized solar-powered service packages to meet their current and future needs. The assignment should assess a representative share of those unelectrified facilities. eC2: Kyrgyz Schools PPP – Technical Consultant

In November 2018 the International Finance Corporation (IFC) and the Ministry signed aindex Financial Advisory Services Agreement, under which IFC will act as the lead advisor to the Ministry in structuring a PPP for designing, financing, construction and/or reconstruction, operation and maintenance of 20 (new) schools It is expected that the Government will continue delivering educational services in the new schools. The private partner will be selected through a competitive tender process. IFC intends to select an engineering/ financial consultant to advise and assist IFC in undertaking due diligence and implementing a competitive selection of a private partner to implement the Project. The private partner will be responsible for designing, financing, construction and/or reconstruction, operation and maintenance of schools and it is expected that the Ministry will deliver the educational services, including the teachers and the management of the educational process.
