eC2: Achieving Energy Access through Off-Grid Solar: The Use of Public Funding

The World Bank Group under the Lighting Global Team is seeking to hire a firm to support the publication of a working paper that will provide in-depth technical advice and guidance regarding different ways in which public funding can be deployed to support uptake of off-grid solar. Based on case studies and key informant interviews with development professionals and public officials, it will identify the advantages, disadvantages, risks and opportunities involved in each approach. The paper will present, two broad categories of public funding mechanisms supply side and demand side. The main public funding mechanisms to be presented in the working paper are expected to include: tax exemptions, grants, RBF, concessional financing, credit guarantees, and various demand-side subsidies. The key deliverable will be critical inputs to the working paper itself., working closely with the Lighting Global team.

IFC scope of work will include (i) legal, technical, E&S and financial due diligence, (ii) defining the transaction structure and preparing the tender documents (including calls for qualifications and proposals, and PPP contractual documentation), and (iii) ongoing support to the client throughout the implementation of the tender process, including any negotiations and discussions with investors.

eC2: Energy Access Household Survey in Madagascar

The World Bank-ESMAP team is launching the first Global Energy Access Household Surveys to set a baseline to track progress towards Sustainable Energy for All (SE4All) goal and Sustainable Development Goal (SDG) number 7 on access to affordable, reliable and sustainable modern energy by 2030. A reputed local firm with extensive experience in household surveys is sought to conduct the baseline survey on energy access using the multi-tier framework approach to track progress towards SDG7 . The survey will be nationally representative and administered to both urban and rural localities. The firm will work with the World Bank-ESMAP to pre-test, finalize and implement the survey. Data collection should be carefully monitored to ensure high quality information.
