eC2: Mauritania Water Sector: Institutional Diagnostic of the Central Directions and Structures (ONSER, CNRE) under the supervision of the MHA

The main objective of this study is to make a legal, institutional, organizational and technical (in terms of capacity) diagnosis of how the following institutions work and interact with one another to deliver drinking water and sanitation services to rural and semi-urban populations in Mauritania:
1. Directorate of Hydraulics
2. Directorate of Sanitation
3. Directorate of Hydrology and Dams
4. Policy, Monitoring and Cooperation Directorate
5. Regional Directorates of Hydraulics and Sanitation.
And the institutions under the supervision of the MHA which are:
6. ONSER
7. The CNRE
Based on this diagnosis, proposals for improving the organization, functioning and efficiency of these structures of the public water service will be formulated in the form of a functional reorganization plan of the MHA and the entities under its supervision. The ways and means needed to improve the interaction and cooperation between these various structures will also be laid down.

eC2: Wastewater Treatment Plant Survey Study for Fisheries Cluster

The Trade & Competitiveness Global Practice, which is a joint practice between the World waterBank and International Finance Corporation (IFC), is assisting the Nouadhibou Free Zone (Mauritania) to ramp up the competitiveness of their fisheries cluster and to reduce the barriers to foreign direct investment. The deficiency in waste water treatment appears to be one of the critical infrastructure gap to be filled to switch to a more sustainable fish processing implementation.

The overall objective of this assignment is to prepare a survey the Nouadhibou Free Zone (NFZ), the beneficiary for the construction and operation of a wastewater treatment plant to treat the waste water generated from the operations of the fisheries cluster, including re-use of the treated effluent for other purposes if viable. The final deliverable, the survey report, will be used for the benefit of tendering for selection of the main Contractor to build the plant.

The Government of Mauritania is seeking for qualified consortium of firms specialized in PPPsPPP in order to advise the Ministry of Economy and Finance on the following matters: (a) support the adoption of a PPP legislation, (ii) support the establishment of an effective institutional framework, (iii) support the establishment of a PPP unit, (iv) develop training and capacity building courses, and (v) carry out detailed feasibility studies, and support the Government in identifying private partners and implementing one or several pilot PPP transactions.

eConsultant2: Design of RBF Mechanism for Solid Waste Management in Mauritania and Senegal

The objective of this activity financed by solid wasteGPOBA and implemented by the World Bank Urban team is to design results-based financing (RBF) or output-based aid (OBA) mechanisms, provide related policy, investment and institutional enhancement recommendations that are necessary to improve the performance of solid waste management in each cities. A particular focus of this activity will be to identify solutions approaches that improve access to sound solid waste services to poor households.
