eConsultant2: Solar Ultra Mega Power Project (Madhya Pradesh) – Technical Consultant

Government of Madhya Pradesh (GoMP) in partnership with Solar Energy Corporation of India (SECI), Government of India, is keen to setup a 750 MW PV solar park in the Rewa District of Madhya Pradesh through private sector participation. This includes developing the infrastructure facilities of the solar park and subsequently selecting the private sector developer(s) to develop and operate the solar PV project(s) in the solar park.

The study should provide both qualitative and quantitative analysis of the market for solar home systems (SHS) of up to 100Wp in Ethiopia. This is expected to include detailed assessment of:

  • Market segmentation (e.g. by income level, size of home, region, domestic /commercial/institutional use) and size.
  • Consumer preferences including consideration of system size, features, product range, design, functionality, retail channels etc.
  • Consumer willingness to pay including consideration of both upfront and consumer finance / microfinance based approaches.

eConsultant2: International STC to support Lao PDR Nam Ou River Basin Profile Development and Training

IFC seeks to recruit a short term international consultant to support their Environmental and Social Hydropower Advisory Services Program in Lao PDR. The assignment aims to provide capacity building and training through the development and production of a river basin profile for the Nam Ou River Basin. The production of the river basin profile will be undertaken in collaboration with the Ministry of Natural Resources and Environment (MONRE), Provincial Natural Resources and Environment Offices (PONRE), District Natural Resources and Environment Offices (DONRE) in the provinces of Phongsaly, Oudomxay and Luang Prabang and IFC (constituting the Core Team) as well as other relevant stakeholders where required.

The Trade and Competitiveness Global Practice of the World Bank Group (WBG) assists governments and the private sector in exploring and enabling market opportunities in agribusiness. One of the key areas of focus of T&C is to support the growth of small and medium enterprises, from serving local and domestic markets to entering and upgrading in global value chains (GVCs). This is done by building marketing competence, facilitating market linkages, extending access to early-stage finance and appropriate technologies, and building managerial capacity. This work often entails supporting the development of aggregators or intermediaries. A key example for the agribusiness sector is infoDevs pilot program on the use of local intermediaries to effectively deliver financial and technical assistance that enable the growth of agro-processing SMEs. In addition to knowledge-sharing through analytical work and case studies, 2030 WRG leverages its growing network of country partners to foster in-person exchange of knowledge and ideas. In the past, this has been achieved through dedicated 2030 WRG partner days at major events such as World Water Week. Later this year, we plan to expand this via an exchange to South Africa. The intention of this event is to enhance the sharing of knowledge and building of capacity around specific thematic topics. The purpose of selecting South Africa is to learn from the countrys efforts to address municipal water losses and mine-water management, topics which come up across a number of 2030 WRG country partnerships.

Public procurement in the context of natural disasters

Nepal is coping with the consequences of a disastrous earthquake. During the next months the government will be under a lot of pressure to respond quickly to the needs of the population.

Public procurement units across the Volunteers unload relief materials in Nepalcountry will also feel this pressure. They will be deciding over the purchase of goods and services with taxpayer money. On the one hand, the purchases are urgently needed. On the other, there is a risk that taxpayer money can be wasted if decisions are taken too hastily.

One instrument that can be helpful in this kind of situation is a framework agreement. This should be part of any country’s Disaster Risk Management plan. Its aim is to have a procurement system ready that responds quickly to an emergency. But this quick response should not increase risks beyond what policymakers have defined as acceptable. Special procurement procedures for emergencies should be part of disaster management systems and should especially include tailored framework agreements.

eConsultant2: Rwanda maize supply chain development (local consultant)

The International Finance Corporation (IFC), the private sector arm of the World bank Group intends to implement an advisory services project in Rwanda to support Bralirwa (subsidiary of Heineken) reduce its dependence on imported raw materials by increasing the supply of maize procured from local smallholder farmers.

IFC (in cooperation with European Cooperative for Rural Development (EUCORD) who are engaged by Heineken and the NL Government at a global level under the CREATE PPP) plans to provide the following advisory services: (1) Improving the professionalism of farmer organisations; and (2) Improving the productivity of over 5,000 smallholder farmers in Eastern Rwanda. As part of the project at least ten on-farm pilots and demonstrations of low-cost water management and irrigation technology will be established.

The objective of this Technical Assistance is centered on developing a strategy to transform the National Electric Power Company (NEPCO) into a real transmission company and an electricity market operator at international standards, and hence increasing the sector efficiency by strengthening management and regulatory capacities of NEPCO, the Ministry of Energy and Mineral Resources (MoEMR), and the Energy and Minerals Regulatory Commission (EMRC).
