eC2: Design of Standards and Specifications for Mini-grids Development

Objective: IFC seeks to hire the services of a Consulting firm to support harmonization of technical standards and specifications for private or community operating mini-grid systems in Zambia. For the purposes of this engagement, the working definition of a mini-grid is an interconnected electric power distribution system that can operate independent or/and connected to the main grid and contains some local generation. The technical standards and specifications will comprise a set of clearly documented requirements to be satisfied by mini-grid developers and operators in relation to material choice, system design and service level. These specifications should aim to create a common understanding and basis of expectations among developers, operators, regulators and consumers on the various levels of acceptable service delivery including technical, safety, cost and reliability issues. The work will include development of standards and specifications as needed, institutional arrangement recommendations, and implementation support.

eC2: Zambia – Preparation of a Least Cost Geospatial Electrification Plan for Grid and Off-Grid Rollout

Objective:  In Zambia, the overall national electricity access rate, defined as connection to the grid, is low at 31 percent. While the overall access rate in Zambia has steadily increasing in past years, rural access has stagnated at 4 percent. The proposed Least Cost Geospatial Electrification Plan is designed to underpin the National Electrification Strategy and the National electrification Programmme in Zambia. It will establish a high resolution geospatial data system, long term electricity demand forecasts and algorithmic, least cost optimization of grid and off-grid electricity systems, including rollout plan with phased investments to scale-up electricity access rates. In addition, the plan will develop cost estimates of supply options such as grid, mini-grid, and standalone systems to reach remote areas. The World Bank, with support from the Energy Sector Management Assistance Program (ESMAP), is seeking to hire a consulting firm (the Consultant) to assist GRZ in the preparation of its Least Cost Geospatial Electrification Plan for Grid and Off-Grid Rollout.

eC2: Zambia – Off-grid site identification and prioritization

Objective: The proposed activity seeks to first develop new datasets that will enable the identification and prioritization of potential off-grid sites, and faster and more accurate market analysis for public and private stakeholders operating in Zambia. Datasets should include, for example, household locations and indicators on ability to pay, population density and proximity to the national grid, potential for productive uses of electricity and up-to-date data on national electricity grid transmission and distribution line locations. It is expected that these datasets then be used to narrow down geographic areas and priority villages that could be interesting markets for off-grid energy services.

Improving the Organizational Structure and Staff Conditions of Service for Lusaka Water and Sewerage Company, Zambia

Lusaka Water and Sewerage Company (LWSC)is currently implementing a World Bank-assisted Lusaka Sanitation Project which aims to increase access to improved sanitation services and strengthening LWSC’s institutional capacity to deliver on its mandate. Within the context of the project, LWSC management has requested the Bank to support an urgent technical assistance (TA) activity aimed at reviewing LWSCs current organizational structure in order to inform important HR-related decisions that LWSC management and Board of Directors are considering as they embark on the process of transforming the utility. The objective of the TA is to review and advise on an improved and sustainable organizational structure and staff conditions of service for LWSC. The outputs from this activity will help inform critical decisions on maximizing staff productivity and performance, and reducing skyrocketing staff costs.
