The Government of Mozambique has asked for Bank support to assist them in defining
and implementing a National Electrification Strategy that enshrines the sustainable development of the energy sector. The consultant is intended to provide analysis and policy advice tailored to the specific needs of Mozambiques energy sector. The work is expected to describe the current institutional and operation model, identify its strengths and weaknesses and generate solid sector diagnostics and identify practicable action plans to consolidate and operationalize reforms and ultimately help achieving the fast while sustainable electricity access for the Mozambican people.
have a variety of power generation projects to drive its power sector development and take advantage of trading opportunities arising in the region. The GoM recognizes that its challenge is to maximize the net benefits to the country from power generation development by:
development of distributed energy services companies (DESCOs) in emerging markets that use a range of technologiesbroadly falling into the categories of standalone solar home systems, micro grids and mini-gridsto provide energy services. The lack of detailed, as well as accurate, data on the market for energy services has been identified by many DESCOs as a major barrier to their scale-up.
sector legislation, policies, and regulation; (ii) public sector technical, planning, and financial capacity; (iii) financial structuring of transactions, availability of funding from multiple sources and access to international capital markets, as well as tariff structure reforms; and (iv) associated environmental and social compliance aspects.
Geothermal Strategy. The consultant responsibilities are expected to include:
report on the CSP technology, market and industry, covering all segments (and not just the large-scale plants), updating previous studies dating back to 2013 to reflect recent market developments, policy changes and climate change mitigation commitments following COP21 trends briefly discussed in the background section. It will thus guide the work of the whole CTF MENA CSP TA, helping to focus on activities that are the most likely to have an impact on the ground.
