eConsultant2: Options Paper on Power Sector Development in Mozambique

The Government of Mozambique (GoM) together with Electricidad de Mozambique (EdM) Energy Indiahave a variety of power generation projects to drive its power sector development and take advantage of trading opportunities arising in the region. The GoM recognizes that its challenge is to maximize the net benefits to the country from power generation development by:
a. Maximizing revenue inflows over time from export projects while still attracting high quality developers;
b. Ensuring that domestic energy needs are effectively met; and
c. Minimizing the risks and costs of power generation projects by effective selection, prioritization, contracting, management, and enforcement.


Such an approach requires good primary and secondary legislation, strong institutions, skilled staff, and financial resources to negotiate, monitor and implement projects. GoM would also like to determine the opportunities to trade in the region, and which could be an appropriate fiscal regime, encompassing revenue management, incentives and benefit sharing approaches for developing new power generation plants.

The World Bank Group is seeking to hire a consulting firm (the Consultant) to prepare in close cooperation with the MoMRE and EdM an Options Paper on Power Sector Development in Mozambique and the Region.
