eC2: Building Resiliency to Climate Events in the Road Network of Paraguay

(i) Carry out a comprehensive vulnerability assessment in a selected road network to identify the spots or sections that are vulnerable to weather conditions and climate change and identify a set of actions that can be implemented through CREMA type contracts
(ii) Review the current road asset management system within the Ministry of Public Works to recommend a set of actions to internalize better risk reduction measures to climate events within the road project cycle.
(iii) Review current practices in the country and the sector to respond to climate related events and disasters with the objective to strengthen response measures in terms of processes, financing and human resources to reestablish connectivity and the conditions of the road network in light of the best practices globally and in the region.
(iv) Design a framework under which the results of the recommended actions to build resiliency in the road network would be measured against current practices in other sections

eC2: Development of a National Early Warning Platform for Rwanda and a Flood Early Warning system

A consulting firm is being sought to develop and operationalize a national platform to watersupport data sharing, analysis, visualization and decision making (for example through automated alert triggering) in support of a shared early warning approach between MIDIMAR, RMA, RNRA, and District government teams. While the focus of this support will be at the national level, the firm will also develop a local early warning system utilizing the national platform in the Sebeya Basin.

To complete the Sebeya Basin flood early warning system, the firm will also develop and operationalize a flood forecasting system in the basin. The firm will provide technical expertise on flood hazard assessment, particularly hydraulic/hydrological modeling, flood hazard mapping and operational flood forecasting, also to support capacity building of the appropriate agencies at the national and local levels.

eC2: Wastewater Treatment Plant Survey Study for Fisheries Cluster

The Trade & Competitiveness Global Practice, which is a joint practice between the World waterBank and International Finance Corporation (IFC), is assisting the Nouadhibou Free Zone (Mauritania) to ramp up the competitiveness of their fisheries cluster and to reduce the barriers to foreign direct investment. The deficiency in waste water treatment appears to be one of the critical infrastructure gap to be filled to switch to a more sustainable fish processing implementation.

The overall objective of this assignment is to prepare a survey the Nouadhibou Free Zone (NFZ), the beneficiary for the construction and operation of a wastewater treatment plant to treat the waste water generated from the operations of the fisheries cluster, including re-use of the treated effluent for other purposes if viable. The final deliverable, the survey report, will be used for the benefit of tendering for selection of the main Contractor to build the plant.

eC2: Design of strategies to create clusters of economic activity around key Eastern Indonesian primary agriculture products

The objective is to assess how logistical costs and bottlenecks constrain the development indexand performance of high value/value adding agro-food value chains in Eastern Indonesia and recommend reforms, investments, capacity building and other measures to increase the competitiveness of those value chains, increase production and finally improve the associated livelihoods in otherwise lagging regions. It is to a large extent about creating sufficient volumes for logistics to work with a focus on short and medium term actions that need to be undertaken to reduce logistics costs for selected products in reaching domestic and/or international markets and stimulate increased production.
