UK Commits $250 Million; Denmark, France, Netherlands Pledge $130 Million to World Bank Initiatives on Energy Storage, Solar Power and Clean Cooking

NEW YORK, September 23, 2019 – The United Kingdom pledged £200 million ($250 cookstovesmillion) to the Climate Investment Funds’ Global Energy Storage Program, which in collaboration with the World Bank’s Energy Storage Partnership aims to deliver breakthrough energy storage and renewable energy solutions at scale.

France’s Agence Française de Développement (AFD) and the Netherlands pledged $100 million to the Solar Risk Mitigation Initiative (SRMI), with the Netherlands also announcing $20 million for the Bank’s planned Clean Cooking Fund.

eC2: Stock-Taking of Health and Education Facilities Energy Needs and Design of Solar-Powered Service Solutions in Burundi

Burundi has over 900 health centers and more than 1,400 secondary and vocational maxresdefaultschools, out of which the majority is not electrified. The World Bank seeks to hire the services of a firm to i) take stock of the electrification status and overall energy use of Health and Education Facilities in Burundi and ii) to design standardized solar-powered service packages to meet their current and future needs. The assignment should assess a representative share of those unelectrified facilities. A particular emphasis will be put on ways to ensure maintenance and operation of the systems, as one of the big challenges for long-term project success.

eC2: ESMAP external evaluation

The Energy Sector Management Assistance Program (ESMAP) is a donor-funded global knowledge and technical assistance program, administered by the World Bank. ESMAP provides analytical and advisory services to low- and middle-income countries to increase their know-how and institutional capacity to achieve environmentally sustainable energy solutions for poverty reduction and economic growth. ESMAP is commissioning an external evaluation of its program. The objective of the evaluation is to draw lessons from the operational processes and implementation of the FY17-20 Business Plan, including the achievement of the intended results and the efficiency of operational processes, and use the conclusions and recommendations for reflection, learning and strategic adaptation of the program for the next business plan. The ESMAP Program Secretariat and the Consultative Group will be the primary users of the evaluation.

eC2: Study on Using the Climate Auction Model to Catalyze Energy and Resource Efficient Buildings in Indonesia

The World Bank is seeking to hire a firm to conduct an extensive study of the potential to use the Climate Auction Model, as piloted by the Pilot Auction Facility for Methane and Climate Change Mitigation, in the context of green buildings in Indonesia. The study will consist of a Regulatory Assessment, a Market Scoping and an Economic Analysis of the green and affordable housing in Indonesia and enable the World Bank to prepare a pilot in Indonesia.

eC2: Master Agreement: ESMAP Open Data and Analytics

ESMAP seeks to build on the initial success of ENERGYDATA (a data publishing platform esmapthat hosts energy data provided by the WBG and other development partners) to develop new apps to respond to existing and upcoming needs from our clients, the private sector, and key development partners, and also consolidate those apps already developed and provide a more standardized user experience. ESMAP proposes to issue a new Master Agreement contract covering the development of new apps, consolidation of existing apps, curation of new and existing datasets, user interface improvements and routine maintenance of the ENERGYDATA site and all its current and future subdomains.

As outlined in ESMAPs Business Plan 2017-2020, Achieving universal access by 2030 will require a step change in the rate of new connections and in levels of investment, particularly in low access countries. Sector-wide programs in the electricity sector are showing better results than what can be achieved using a project-by-project approach. These programs are based on national electricity access roll out plans using geospatial planning and least-cost combinations of coordinated grid and off-grid electrification. The geospatially determined plan in turn anchors the sector investment financing prospectus.

eC2: Analytical work on electric mobility programs

This activity will involve assembling global evidence and analysis on electric mobility programs and their impact on development. The objective is to help countries design electric mobility programs that are successful and effective at achieving their intended development aims across climate, economic, fiscal, and technical dimensions. The scope of analysis will consider (i) private vehicle transport; (ii) public transport; and (iii) freight transport. The firm / organization selected for this assignment will implement 3 core activities: 1. Data and information gathering on the current state of electric mobility around the world – including (i)status of key technologies; (ii) definition of key market participants; (iii) development of a database on ongoing or recently completed pilots or programs; 2. Collection of stakeholder views through interviews and surveys; and 3. Compilation of country case studies on electric mobility programs.

eC2: Energy Access Household Survey in Madagascar

The World Bank-ESMAP team is launching the first Global Energy Access Household Surveys to set a baseline to track progress towards Sustainable Energy for All (SE4All) goal and Sustainable Development Goal (SDG) number 7 on access to affordable, reliable and sustainable modern energy by 2030. A reputed local firm with extensive experience in household surveys is sought to conduct the baseline survey on energy access using the multi-tier framework approach to track progress towards SDG7 . The survey will be nationally representative and administered to both urban and rural localities. The firm will work with the World Bank-ESMAP to pre-test, finalize and implement the survey. Data collection should be carefully monitored to ensure high quality information.

Today, Monpura is thriving, thanks to solar power. Markets are abuzz, households can power TVs, fans and even refrigerators, and streets are lit up at night. In fact, solar home systems have helped take electricity to more than 20 million people in rural Bangladesh.
