1. Experience in household surveys in Sub-Saharan Africa, and specific experience in Liberia
2. Experience in the energy and other infrastructure sectors (e.g. water and sanitation).

4. Strong technical skills in qualitative/quantitative research and data analysis;
5. Proven skill in using CAPI-tablet based data collection
6. Cultural awareness in dealing with local communities, and interacting with government and local authorities;
7. Excellent writing and analytical and presentation skills in Englis

eC2: Comparison and Evaluation of Regulatory Systems for Mini-Grids

The IEA estimates that about 40% of the worlds unelectrified population can best be solar-energysupplied with electricity through the creation of mini-grids. The projects objective is to develop and disseminate practical and timely information targeted for government officials, developers, investors and donors who wish to promote mini-grids, powered largely from renewable or hybrid generation sources, to scale-up electrification. The projects underlying goal is to provide information that will help to create connected or isolated mini-grids that are commercially sustainable.

Indonesia is a partner country in the Global Partnership program (GPP) for Wealth world money smallAccounting and Valuation of Ecosystems (WAVES). The WAVES GPP promotes implementation of natural capital accounting (NCA) following UN Statistical Division (UNSD)s 2012 Standard for System of Environmental Economic Accounting (SEEA 2012). Indonesia WAVES Program development objective is to strengthen the capacity of Government of Indonesia to regularly and systematically (i) implement NCA, and (ii) use the developed accounts in policy analysis in natural assets utilization and development planning. WAVES Program will provide technical assistance support to achieve the programs intermediate outcomes and increase capacity to compile, understand, and use NCA to inform development planning.

The World Bank Research team will take on the task of programming the survey, but significant input will be expected from the firm in testing, and perfecting the instrument. The expected duration of the contract is from September December 2016, with the actual data collection taking place in October.
