With this assignment, the Moldova ICR Project (#600467) is looking to provide follow-up support to the National Food Safety Agency (ANSA), the Ministry of Economy and Infrastructure (MEI) and the Ministry of Agriculture, Regional Development and Environment (MARDE), in designing a Raw Milk Monitoring Program (RMMP) that is aligned to EU requirements. The task is a continuation of a previous engagement with ANSA on the development of an Action Plan for gaining EU market access for milk and dairy products, where the absence of the RMMP has been identified as an important barrier to access EU markets.

Support to increase productivity and incorporate better management practices through the establishment of an action plan that evaluates the potential of its dairy suppliers where the following market failures exist: i) low productivity and unstable supply of high-quality milk; ii) environmental impacts of dairy production, and iii) limited access to finance hindering adoption of climate-smart-technologies and practices. Within the Clients supply chain, IFC completed assessments for 6 cooperative suppliers related to productivity and food safety practices as well as a diagnostic on managerial/financial skills. The findings have served as a base to structure a four-year project.

IFC is hiring a firm, which will support the Project on the design, testing and implementation of dairy farm reference models for large and medium sized dairy farms in Ukraine.
The Consultant will: 1) conduct the diagnostic of up to 10 dairy farms with an average size of between 300 and 2,000 dairy cows, 2) provide recommendations on improvement opportunities, 3) support the implementation of the recommended improvements 4) support IFC on developing 2 reference models for medium and large farms.

The Projects goal is to create the required know-how and partnerships among dairy industry stakeholders in Ukraine with the aim to increase the cost-efficient output of high quality milk and to support the modernization of the milk processing industry and, as a result, to contribute to improving the competitiveness of the industry on global export markets. The Project is planned to be implemented in two phases: the Pilot Phase (2018- 2019) and the Roll-out Phase, 2020-2022. The main goal of the Project activities in 2018 is to validate the project concept. The aim of the CAAP Project is to improve (a) access to finance and (b) access to markets for producers in 2 to 4 agricultural supply chains/products in Kyrgyzstan, Tajikistan and Uzbekistan. The goal will be met through work in two main areas which will form two key components of the Project: To increase access to finance for farmers and other agri supply chain participants by improving the capacity of Fls. To improve the bankability of farmers and other participants of supply chains (aggregators) by improving their capacity and access to markets.
India is the world’s largest producer as well as consumer of milk and milk products. India nevertheless faces a shortage of milk and milk products due to increasing demand from the fast growing middle class in the country.
The National Dairy Plan Phase I (NDP-I), a Central Sector Scheme of the Government of India, which is supported by National Dairy Support Project (NDSP), aim to increase milk productivity and market access for milk producers, which are both necessary to meet the growing demand for milk. NDP-I is being implemented with a total investment of about US$350 Million, out of which the Bank has extended a Credit of US$219 Million through the NDSP.

F&M GP is hiring a dairy consultant, whose tasks will be to support the Project in the design and implementation stages of dairy supply chain development programs in Kyrgyzstan and Uzbekistan.
