healthy ecosystems and is fundamental for life. However, this critical resource can harm as well as help. Water-related hazards such as floods, storms, and droughts are responsible for 9 out of 10 natural disasters. Climate change is expected to increase this risk and place even greater stress on scarce water supplies.

The World Bank Group (WBG) is seeking an evaluation firm to undertake a mid-term
stocktaking of the Trade Facilitation Support Program – a $40 million flagship technical assistance program administered by the WBG that supports countries in aligning their trade practices with the WTO Trade Facilitation Agreement (TFA). The firm should have strong knowledge of trade issues and demonstrated experience in evaluating global partnership programs and development projects, assessing results frameworks, implementation risks and M&E frameworks.
eC2: Pre-Feasibility study for a financing facility in the Danube River Basin Region

The World Bank ECA Water team is considering different options to support client 
countries in the development of special financing facilities for water utilities, with a focus on facilities extending targeted lending to utilities for increasing their operational efficiency directly impacting their financial situation. A regional, multi-country or national financing facility would aim to achieve the following objectives: i) provide financing for small investments resulting in efficiency improvements which can contribute to achieving long term sustainability of WSS services; ii) improve cost recovery and financial sustainability and utility creditworthiness; and iii) contribute to building up a commercial banking market for WSS utility lending by developing the skills of commercial banks to take municipal/utility risk. See attached TOR for further details. The Firm to be selected will undertake a feasibility study to support the design of such financing facility.
eC2: Global Questions on Forced Displacement and Jobs

DFID, UNHCR, and the World Bank group have joined forces under a DFID Trust Fund to
identify questions that are under-researched, of global interest, and highly policy-relevant on the topic of forced displacement and jobs. Within the initiative, the World Banks Jobs Group will fund one or several research projects to advance global knowledge on forced displacement and jobs, regarding (1) the impact of forced displacement on labor markets in host communities, and (2) the impact of jobs interventions in the context of forced displacement.

eC2: Conducting a Building Regulatory Capacity Assessment in the City of Yangon, Myanmar

In close collaboration with the Yangon City Development Committee, and consistent with
the policy objectives of Myanmar Southeast Asia Disaster Risk Management Project, the objective of the consultancy is to undertake a Building Regulatory Capacity Assessment (BRCA) that contributes to a comprehensive resilience strategy for Yangon. The BRCA will follow the World Bank’s Building Regulation for Resilience Program’s methodology.
eC2: Analysis of and support to health service delivery at sub-national levels

Analysis of planning, budgeting and executing for basic health services (including 
management of demand side care services such as maternity incentive scheme and procurement of medicines/equipment). The analysis will be based on prepared information collection instruments, data forms, records of interviews with stakeholders and direct observation. The methodology will be a mix of quantitative and qualitative methodology.
Regular (quarterly) visits to a panel of selected municipalities over a period of about 1 year for one entire cycle from implementing 2018/2019 budget to planning/approval of 2019/2020 budget. The municipalities would be selected to represent the different provinces and different ecological zones (lowlands, hills, and mountainous). The participation of the municipalities would be voluntary. Municipalities with active support from other development partners in health sector planning and budgeting would not be appropriate.
As an input to the 2019/2020 budget cycle, advisory support to the relevant authorities in the panel of municipalities in terms of the planning and budget of basic health services based on lessons learned over the year. Recommendations to the federal authorities in terms of service disruptions that could be alleviated by federal-level action.
eC2: Pre-Feasibility Study for Affordable and Resilient Settlement Development and Upgrading in Vanuatu

The long-term vision of the Government of Vanuatu is to provide potable water, sanitation, roads, drainage, and electricity to low- and middle-income households in 
selected settlements. Services must conform to appropriate standards, but also be affordable. Infrastructure development must allow for population growth, be resilient to natural hazards, climate change effects (e.g. increased rainfall and sea level rise), and environmental impacts (e.g. soil erosion, concentration of flow, and waste contamination).
This selection is for Consulting services for a firm to carry out and prepare:
Engineering pre-feasibility studies and concept designs for development platforms and infrastructure services at five existing settlement sites and one greenfield site for low-middle income, mixed-use residential development in Greater Port Vila, Vanuatu; and
Preliminary cost estimates for downstream: physical investigations, environmental/social safeguards, design, construction, and supervision.
eC2: Action Planning for Social Inclusion in Disaster Risk Management Portfolio in South Asia

The World Banks South Asia Disaster Risk Management (DRM) team has commenced a new regional Technical Assistance (TA): Mainstreaming Inclusive Resilience in South Asia (P167456), to proactively incorporate social inclusion in the existing and new DRM lending portfolio. The objectives of this assignment are: (a) to develop action plans for five pilot projects, that are either new or existing, to better address social inclusion in the project design/implementation stage; and (b) to design and deliver training workshops that help government counterparts and World Bank’s DRM and Social Development specialists, to design more socially inclusive DRM projects. Under this assignment, two activities are planned: (i) action planning to identify practical entry points for more robust social inclusion elements in the five pilot projects; (ii)training workshop for consultation and learning opportunities.
eC2: Kenya SME Road Construction Program

The International Finance Corporation (IFC) seeks to accelerate the development of Kenyan MSME road contractors to enable them to submit more qualified bids and win more contracts in public sector road construction, rehabilitation and maintenance. The Kenya SME Road Contractors project would like to scale up the business skills of MSMEs engaged in road construction activities, with the aim of increasing their opportunities in the sector.
The overall objective of the assignment is the delivery of a business management training Program which will target Kenyan road contractors registered with Kenya National Construction Authority (NCA) in the categories NCA3 NCA6 to enhance their business management skills and capabilities to strengthen the efficiency of their business operations. This will include training on practical bidding skills and project management.
eC2: Sindh Province: Renewable Energy Locational Study

The envisaged scope of work will involve four tasks, as follows: (i) Grid integration analysis including an identification of substations that can accommodate solar and/or wind capacity without major upgrades, and those that would require major transmission and/or substation upgrades to allow the addition of VRE capacity; (ii) Assessment and ranking of renewable energy zones using the MapRE tool and utilization the best available data on solar and wind resource potential, transmission lines, elevation, land use, protected and sensitive areas, settlements, and other relevant data; and combining of this data with the results from the grid integration analysis; (iii) More detailed identification of potential sites for solar parks, using the results from the prior work to carry out a land availability analysis that investigates land ownership and other issues in a 10km radius around high ranking substations; (iv) Development of a solar park strategy, based on lessons learned from Quaid-e-Azam Solar Park, international experiences, discussions with key public sector agencies, and consultations with private sector developers.
