The WB seeks the services of a highly skilled consultant to : (i) develop instruments for a baseline assessment in Form B (Grade 9), conduct power calculations and sampling, and analyze the data and produce a report of findings. The Form B National Assessment package to be produced would include: a) student test b) student questionnaire and c)teacher/school questionnaire. (ii) develop instruments, conduct data analysis and write a report for the study on teachers numeracy and literacy competencies at the primary level and Math and Science competencies at the junior secondary level. The instruments to be developed would include: a) Primary (Grade 1-4) Teacher Test in Literacy and Numeracy, b) Secondary Teacher Test in Mathematics, c) Secondary Teacher Test in Physics, d) Secondary Teacher Test in Biology, e) Secondary Teacher Test in Chemistry, f) School/Teacher Questionnaires.

The outcome of this assignment will also be used to support policy reforms /advocacy in the future.
