Assignment Objective:
The Legal Consultant is expected to assist the IFC transaction team, providing guidance to draft the bidding documents and participate during the international bidding process as needed to support the IFC team that would lead the advisory mandate.

The program seeks to improve hydropower governance through the uptake of environmental and social standards and transparency in decision-making through 4 objectives.
(i) Improve and ensure implementation of policy and regulatory frameworks for the hydro sector to promote implementation of best practice E&S standards in Lao PDR,
(ii) Enable capacity in practical E&S risk management for government agencies (i.e. river basin committees) and other basin stakeholders to anticipate, evaluate, and manage cumulative impacts of hydro investments in selected river basins in Lao PDR.
(iii) Enable adoption of best practice E&S standards by regional banks investing in hydropower development in the Mekong region, to influence the way they assess their hydro investments.
(iv) Enable adoption of best practice E&S standards by hydropower companies to develop and implement E&S management systems for their companies and hydropower projects in the Mekong region.

Historically, two approaches have been used to assess the options for utilization of the HPP potential in the DRB:
1. Development of the basin-wide studies, followed by
2. Development of the technical design documents and environmental and social impact assessments for identified priority projects.
At this stage, in order to evaluate the options for construction of greenfield and rehabilitation of existing hydropower plants in the wider DRB, the WBG intends to conduct a detailed review of existing river basin studies as well as technical and environmental and social studies, reports and assessments developed for candidate HPP projects.

The World Bank is one of the implementing partners of the Climate Risk and Early
Warning Systems (CREWS) initiative and through the CREWS initiative provides complementary technical assistance to the national hydrological and meteorological services of Mali and Niger in capacity building and institutional strengthening for national weather, water and climate services, early warning system. The World Bank is looking for a qualified consulting firm (incl. universities or similar institutions) to deliver technical assistance with this regard.
The overall objective of this assignment is to strengthen the capacity of the national hydro-meteorological services of Mali and Niger. More specifically, the consultancy has four main objectives: (a) Provide guidance for strengthening technical and human capacity of all relevant stakeholders in Mali and Niger; (b) Provide tailored short courses to strengthen the technical capacity of the technical experts of the national hydrometeorological services in Mali and Niger; (c) Provide guidance on the communication and awareness raising for effective weather, water and climate services in Mali and Niger; and (d) provide guidance on investment planning and public-private services for effective weather, water and climate services in Mali and Niger.
