Technical Consultant: Philippines Hydro Power Projects Business Case

Each Business Case would identify any major technical/operational, legal, environmental and social issues, including options to address such issues, and improve operations; define the scope and possible privatization structure of each Project; test these for financial viability and the corresponding impact on valuation and stranded debt/costs, and identify the legal, regulatory and policy framework applicable for the privatization of each Project. Each Business Case will be developed with a view to determine the general terms and conditions under which a privatization would be viable. This assignment aims at supporting Rivers State to conduct an assessment of the urban sanitation situation for the city of Port Harcourt and to develop appropriate sanitation solutions for improving the waterstandard of fecal sludge removal, transport and disposal services by developing sustainable and affordable fecal sludge management solutions at city level and in low incomes areas. These solutions will inform the future development of a comprehensive and integrated sanitation master plan for the whole city. The present assignment is divided into two (2) components as follows: Component 1: Updated diagnostics and preliminary recommendations at city level and in low income areas; and, Component 2: Detailed pilot project design in selected areas.

Nearly a year after multiple rounds of detailed stakeholder consultation informed the Board’s approval of, the new Policy, work is ongoing to prepare for launch of the new Policy on July 1, 2016. It provides both borrowers and Bank staff with the tools to better serve the needs and aspirations of Clients and, thus, the mission of the Bank.
