Objective: IFC seeks to hire the services of a firm (the Consultant) to conduct a market research on productive use opportunities in Tanzania, utilizing standalone solar photovoltaic products. The primary objective of the research to help to give informed decisions on the best approach to address the productive use opportunities and challenges as well as to inform the associates to the program of the existing opportunities for supplying the products and the market potential. For the purposes of this assignment, the working definition of a stand alone solar products productive use is the use of solar products ranging from solar pico products up to solar home systems that are 300 watts for income and welfare enhancing economic activities (such as fishing, agriculture, small enterprises, health and education) in rural Tanzania that is not currently connected to either a mini-grid or main grid.

eC2: Dar es Salaam Community Disaster Response and Risk Reduction Plans

Objective: The objective of this assignment is to develop Municipal Disaster Response Plans, Community Disaster Response Plans, and Community Risk Reduction Plans in flood affected areas of Dar es Salaam. These fit into existing frameworks such as the Disaster Management Act of 2015, the Emergency Response Plan of the Dar es Salaam Multi-Agency Emergency Response Team (DarMAERT), the Tanzania Emergency Preparedness and Response Plan, and other local level initiatives. Expected outputs over the two-year contract period also include: creation of toolkits to support the development of the plans; onboarding of Subward Community Disaster Management Committees; and collection of monitoring and evaluation data. The assignment forms part of broader efforts to mainstream risk management principles across government and civil society stakeholders. The toolkits and plans developed are can serve as a template for other cities in Tanzania.

Dar es Salaam Flood Risk Evaluation and Scenarios Dashboard

Objective:  Design and implement a probabilistic flood loss evaluation for the city of Dar es Salaam and Flood Hazard and Risk Scenarios Dashboard for use by basin and municipal authorities as well as local universities. The risk model is expected to evaluate hazard, vulnerability and losses to flooding including storm surges at river basins and possibly ward administrative boundaries for the entire metropolitan area. This is expected to cover 400km2 with more details areas of interest to be defined in the terms of reference. The scenarios dashboard is intended as a decision making and planning tool for local authorities and universities to visualize and query the hazard and risk information and generate selected flood risk scenarios include reference climate scenarios. Design and development is expected to follow an iterative process with government stakeholders and academia and include a strong focus on training and knowledge transfer. Outputs will include detailed loss evaluations reports for the municipal authorities as well as the training in and handover of a locally appropriate Scenarios Visualization Dashboard.

eC2: Prioritization of locations for off-grid rural electrification in Tanzania

IFC is seeking to develop new datasets that will enable faster and more accurate market analysis for DESCOs operating in Tanzania, including household locations and indicators on ability to pay, potential for productive uses of electricity and up-to-date data on national electricity grid transmission and distribution line locations. Collectively, it is expected that these datasets will help DESCOs operating in, or seeking to enter, Tanzania to narrow down geographic areas that could be interesting markets for their off-grid energy services. Datasets should of sufficient detail and quality to inform and prioritize the parallel project on detailed mapping of priority villages and households. In addition, it should enable preliminary assessment of market potentials and be useful in the wider rural energy sector and beyond. The data should be presented online in a manner that allows for affordable updating on a regular basis, with intuitive presentation of the results and prioritization of feasible off-grid villages.  IFC is seeking the services of a specialist firm to develop these datasets and prioritize detailed household mapping; to disseminate them in an accessible manner; and to and maintain the data up-to-date.

eC2: Prioritization of locations for off-grid rural electrification in Tanzania

The project is expected to include mapping using satellite imagery, along with engagements in Tanzania to collect detailed indicators on village potentials. The selection committee will take into consideration the use of local Tanzanian consortium members or contractors in these activities. However, approaches that differ from these two points will still be considered. These datasets should be of sufficient quality to allow detailed assessment of mini-grid potential in villages, and in addition be useful to other rural energy actors and in wider development objectives. The datasets should be uploaded to OpenStreetMap and will also be made available on the platform developed in the parallel project. IFC is seeking the services of a specialist firm to develop this data; to ensure its quality and accuracy; and to upload and maintain it on OpenStreetMap and other platforms.

Whilst local impacts are identified and addressed in site specific ESIA, the lake ecosystem is large, complex, multi-dimensional and dynamic. Understanding the social and environmental issues thus requires comprehensive observation and management at the catchment scale in a holistic manner. Given the wider scope of the interventions on the Lake Victoria basin (both at the ports, but also with the lake itself), with knock-on or cumulative effects on the lakes overall catchment area, a strategic planning framework for the development and protection of the lake, its dependents, and associated infrastructure is critically important. This assignment is designed to support the LVBC do that.

The overall objective of the assignment is to identify the most economic, climate resilientd8423-lake-toba2bview and environmentally sustainable dredging levels for key ports and shipping routes on Lake Victoria. Improving transportation on Lake Victoria is key to strengthening the Tanzanian Central Corridor, and is a priority for the Governments of Tanzania, Uganda and Kenya. The lake plays a pivotal role in connecting land-locked countries (DRC, Uganda, Rwanda and Burundi) via its shipping and railway network and is a key part of the intermodal supply chains along the Northern and Central corridor linking to Mombasa and Dar es Salaam ports. However, in recent years port infrastructure and consequently maritime operations on Lake Victoria have declined significantly.

The objective of these terms of reference is to formulate a model community engagement framework for local government (LGA) PPP in Tanzania, provide provisions for the Model LGA PPP Agreement ( PPPA) to implement this model framework and provide a module for the draft LGA PPP operating guidelines for the practical application of community engagement and in particular this framework to PPP projects in Tanzania. The framework will be based on global best practices adopted in community engaged PPPs and will embody the lessons learned from different country engagements (both successful and failed), for example the World Banks citizen engagement for smart cities program and IFC’s stakeholder engagement: a good practice handbook for doing business in emerging markets.
