Blood-delivering drones? Check. 3D-printer working off grid to print finger splints?drone Check. Disadvantaged women trained and employed in software-developing? Check. Is this how technology can deliver for development?

First things first. Let’s go back to the first principles. The World Bank’s World Development Report 2016 used a 3X3 framework to think about digital technology from a development lens: inclusion, efficiency and innovation for people, governments and businesses. Digital technologies, when employed as a tool for development, have the capacity to promote inclusive economies and societies, build upon existing capital and generate economies of scale. Herein lies powerful potential.

IFC will hire the services of specialist consultants to support the IFC Project Team in delivering the advisory mandate, which is currently under negotiation. The IFC is seeking Expressions of Interest (EOI) at this early stage to ensure timely appointment of technical consultants. The RFP will be issued once the mandate has been signed with the Government of Malawi. The assignment will be to provide technical support to the IFC team in undertaking this transaction advisory project. The transaction advisory will be implemented in phases: Phase 1 to update and refine the due diligence that was previously undertaken and to revise the Transaction Structure. Phase 2 will be the implementation of the transaction including preparation of necessary tender documents and supporting the full procurement process.

eC2: Special Areas and Artistic Lighting Consultant for Street Lighting PPP in Rio de Janeiro

IFC has been mandated by the Municipality of Rio de Janeiro, through its Secretary of Services, to provide lead transaction advice on the implementation of a PPP to expand, refurbish, maintain the current lighting stock with modern lighting technology and build and implement a centralized OCC. The project is expected to improve public lighting services to the population, generate energy savings (and thereby avoided GHG emissions) and support the improvement of public safety. IFC is looking to hire a consultant to provide support on the development of the PPP throughout the main phases of the advisory process: Phase I(Structuring) and Phase II(Procurement).
The main objective of this assignment shall be to support IFC in the analysis and selection of urban patrimony and special areas within the city and to develop projects and guidelines to be implemented in these areas.

IFC has been mandated by the Government of Mauritius – through the Ministry of Energy and Public Utilities – to assist in structuring and tendering an affermage arrangement for the Central Water Authority (CWA), the national water utility. As part of its mandate, IFC will be appointing several consultants to support, including an international engineering firm, which will be required to evaluate CWA’s operations, assess capex planning and financials, provide inputs to the financial model, and evaluate the current structure of CWA and perform a skills assessment. A World Bank study was carried out in 2016 to identify PPP options for improving CWA’s performance, which included technical due diligence so the purpose of this study will be to update the study and supplement as necessary. eC2:Sustainable Community Engagement for Public Private Partnerships

The objective of these terms of reference is to formulate a model community engagement framework for local government (LGA) PPP in Tanzania, provide provisions for the Model LGA PPP Agreement ( PPPA) to implement this model framework and provide a module for the draft LGA PPP operating guidelines for the practical application of community engagement and in particular this framework to PPP projects in Tanzania. The framework will be based on global best practices adopted in community engaged PPPs and will embody the lessons learned from different country engagements (both successful and failed), for example the World Banks citizen engagement for smart cities program and IFC’s stakeholder engagement: a good practice handbook for doing business in emerging markets.
