IFC is searching for a consultant that will support its Angola Country Leadership team in the design, preparation and facilitation of an idea development workshop to help accelerate its Upstream pipeline development efforts creating, refining and planning new opportunities in Angola.

The Government of Angola (GoA) has requested support from the World Bank Group to complete a National Electrification Analysis (NEA), addressing all key aspects of investment planning, institutional and contracting arrangements, and needed financing and regulations for providing reliable electricity service, ultimately achieving the national electricity access targets. Thus, the World Bank Group is seeking to hire a consulting firm or consortium to help complete the NEA. The scope of work encompasses: (a) preparation of a geographic information system (GIS)-based database; (b) identification of least-cost electrification options based on different locations/density levels/electricity needs; and (c) identification of suitable implementation options for scaling up electrification in Angola in line with national electricity access targets.

The assignment is to assist the Government of Angola in defining the options and the strategy for structuring a Public-Private Partnership (PPP) in the province of Cabinda.
The expected results of the activity are to:
(i) Draw Lessons from Other PPPs in the Water Sector in Angola;
(ii) Undertake an assessment of Cabinda water utility operations;
(iii) Carry out a stakeholder engagement analysis;
(iv) Prepare options and strategy for structuring a PPP scheme in Cabinda;
(v) Support the preparation of the preferred PPP project option; and
(vi) Provide lessons learning and capacity building support
