A wide spectrum of urban infrastructure and services is covered, including:
– water and wastewater: infrastructure expansion or rehabilitation, loss reduction program, installation of meters, contracting with and/or operations of private utilities etc.
– solid waste: collection, treatment and disposal, waste to energy, role of private providers of waste services etc.
– roads and public transport: new road construction or rehabilitation of existing roads, buses, rail, metro lines etc.
– health and education facilities, including schools, hospitals etc.

Environmental and Social Advisory Consulting Firm for InfraV and PPPs

IFC InfraVentures (InfraV) the IFC Global Infrastructure Project Development Fund was created to provide early-stage risk capital to help untangle hurdles associated to the design and early development of infrastructure projects in IDA countries, helping them achieve a stage where they can access international and multilateral financing. By partially providing funding for development costs, InfraV provides expertise in critical areas such as: (i) helping to create bankable project agreements; (ii) providing input on key technical studies and the offtake agreement; (iii) helping to negotiate key project agreements such as the power purchase, project development (concession) and EPC agreements; and (iv) guiding the consortium on completing Environmental and Social Impact Assessments compliant with good international practices such as those described in IFC Performance Standards, including timely and meaningful outreach and stakeholder engagement and consultation programs, adequate environmental and social pre-project baseline determination. eConsultant2: Framework Agreement for PPP Rapid Support Assessments

PPIAF has supported the delivery of rapid needs assessments (RNA) for PPP enabling environments since 2011. The rapid support framework (RSF) expands on the support offered under the RNA activities and seeks to respond to increasing client government requests for just-in-time support and technical advice on PPP programs.

The objective of the Consulting Assignment is to assist client governments in developing and implementing their PPP programs. The assignment may include some or all of the following assistance for selected countries: i) conducting a rapid diagnostic of the PPP enabling environments to identify gaps impeding the development of PPP programs; ii) developing and prioritizing a PPP project pipeline; and iii) developing a business case for 1-2 pilot project(s). eConsultant2: ICT Strategy and PPP options for ICT sector in Somalia

The ICT Sector Unit of the World Bank Group is working with the Ministry of Posts and Telecommunications (MPT) and the Ministry of Finance (MoF) of the Federal Government of Somalia to provide a program of ICT Sector Support, 2014-2018. The project development objective for ICT Sector Program (covering Phase 1 and Phase 2) is to contribute towards the process of developing a regulatory framework for the telecommunications sector and building an ICT infrastructure in Somalia.

This assistance is being commissioned in preparation for a potential Phase 3 of the ICT Sector support program. It is concerned with the provision of technical assistance to the Federal Government of Somalia and is supported by PPIAF in order to assist the development of ICT infrastructure. Specifically, Phase 3 will seek to identify necessary reforms to the enabling environment, support project preparation, and build capacity for private sector participation in the development of a fiber optic backbone network, both domestic and international, among other methods, by leveraging sector synergies. Evaluation of the Public-Private Infrastructure Advisory Facility’s Sub-National Technical Assistance Program (PPIAF-SNTA):

The Public-Private Infrastructure Advisory Facility (PPIAF) is a multi-donor technical assistance facility that is housed within and is the principal donor funded program of the World Banks PPP Cross-Cutting Solution Area.

PPIAFs Sub-National Technical Assistance Program (SNTA) began operations in July 2007, and has now completed eight years of operations. During PPIAFs annual program council meeting in Dakar, Senegal in May 2015, PPIAFs donors requested that an impact evaluation of the SNTA program be included in the FY16 Work Program. PPIAF is therefore commissioning this Independent Evaluation of the SNTA Programs performance and progress to date, to inform/evidence the Programs longer-term prospects and identify need for inputs in the future.
