Assignment Description:
The World Bank is seeking a consulting firm to undertake an assessment and pilot program to support implementation of two types of innovative bridge construction technologies: (i) modular bridges; and, (ii) geo-synthetic reinforced soil (GRS) abutments. This assignment will be funded through the Quality Infrastructure Investment (QII) Partnership, which is sponsored by the Government of Japan.

The World Bank is currently working with Saint Lucia (SLU) and Saint Vincent and the Grenadines (SVG) in the Caribbean to help improve the resilience of the power systems of these two countries to extreme weather events that will become more severe due to climate change. The World Bank will offer similar support to three other OECS countries afterwards. These Terms of Reference (TOR) are for a Power System Engineering Consulting Firm to support the World Bank energy team by conducting an assessment of the impacts of past storms (2 -3) on the power systems of SLU, SVG, St. Kitts and Nevis (SKN), and Antigua and Barbuda (A&B), identifying key risks and vulnerabilities, and offering energy resilience enhancement recommendations associated with utility power generation assets as well as transmission and distribution systems. The consulting firm will also develop an investment plan with the estimated cost of these recommended measures.

A local (South Africa) consulting firm is being sought who will undertake the following work:
1. Establish baselines and collect key performance indicators data on the water, energy and chemicals use and wastewater generated.
2. Design and propose a resource efficiency improvement program (energy, water and chemicals).
3. Prepare a financial plan for the resource efficiency program. The financial plan must explore different investment and business model options and describe which fits the best a selected client.
4. Assess the financial feasibility of implementing power generation projects such as solar photovoltaic, natural gas generators and combined heat and power system.

The services include implementation of surveys that will include modules on: household characteristics; access to and perceptions of local infrastructure; access to and perceptions of education; social networks, social capital, and collective action and associations; local governance; the daily activities and interactions among youth; use of IT and social media; gender; and violent extremism. The survey must be implemented using CAPI system and will cover approximately 5,000 households. The sample will be distributed nationally in Tajikistan using a standard 2-stage approach wherein stratification ensures sufficient sample distribution by region and rural/urban areas. The team plans to oversample respondents in some districts and towns.

The World Bank ECA Water team is considering different options to support client countries in the development of special financing facilities for water utilities, with a focus on facilities extending targeted lending to utilities for increasing their operational efficiency directly impacting their financial situation. A regional, multi-country or national financing facility would aim to achieve the following objectives: i) provide financing for small investments resulting in efficiency improvements which can contribute to achieving long term sustainability of WSS services; ii) improve cost recovery and financial sustainability and utility creditworthiness; and iii) contribute to building up a commercial banking market for WSS utility lending by developing the skills of commercial banks to take municipal/utility risk. See attached TOR for further details. The Firm to be selected will undertake a feasibility study to support the design of such financing facility.

The objective of the consultancy services is to assess existing and projected impact of climate change on Kenya’s coastal assets that are critical for the livelihoods of coastal communities, with specific focus on marine fisheries, and develop a coastal ecosystem and community risk management framework. When the door closed behind her, Maria’s world seemed to collapse. The mother of a girl and two boys had just learned that her eldest son, the teenager who became the pillar of the family after their father died, was not only in a deep depression and increasingly using alcohol but he was gay. She had noticed him becoming moodier and even heard he received a warning at his job for not showing up, something totally unlike him at all. She felt helpless but knew his depression had to stay hidden from the rest of the family and the neighbors as mental health problems brought with them social stigma. But she was most afraid someone would find out he was gay, causing the family to be ostracized and endangering the future of the other children.

The objective of the assignment is to collect and analyze secondary quantitative data to establish the baseline situation of coffee and rice farmers based on indicators of the Vietnam Agri project. The consultant will implement the following main tasks: (1) collect data from secondary sources, including but not limited to project documents, client firms data provided by IFC, national data sets from the General Statistics Office of Vietnam, (2)conduct quantitative analysis of baseline values of key impact and outcome indicators of project result frameworks relating to coffee and rice farmers, particularly household income including income/sales revenue from coffee and rice, and income sources; (3) describe household demographic and socio-economic profile, coffee and rice farming and post harvest and storage practices to the extent that relevant data is available; and (4) provide gender disaggregated results to the extent that relevant data is available
