This evaluation is designed to assess the impact of different incentives, including cash transfers conditional on school attendance, and raffle incentives conditional on remaining STI negative, in young women and girls, on HIV incidence after 1 year. Secondary outcomes include school enrolment and attendance,

HSV-2 incidence and reported sexual behaviors. The study is designed to provide information about the most effective incentives for behavioral change and reducing HIV risk in adolescent girls and young women. It will contribute to international evidence about the use of incentives as HIV prevention in vulnerable populations.

PPIAF has supported the delivery of rapid needs assessments (RNA) for PPP enabling environments since 2011. The rapid support framework (RSF) expands on the support offered under the RNA activities and seeks to respond to increasing client government requests for just-in-time support and technical advice on PPP programs.

The objective of the Consulting Assignment is to assist client governments in developing and implementing their PPP programs. The assignment may include some or all of the following assistance for selected countries: i) conducting a rapid diagnostic of the PPP enabling environments to identify gaps impeding the development of PPP programs; ii) developing and prioritizing a PPP project pipeline; and iii) developing a business case for 1-2 pilot project(s). IFC is looking to hire a survey firm to manage all aspects of a baseline household data collection, entry and management for a prospective, rigorous impact evaluation of two interventions: an outgrower scheme and employment of unskilled labor at a commercial farm. The purpose of the household surveys is to estimate the baseline wellbeing of smallholder farmers in the Salima province of Malawi, where the company operates. The baseline will be used to better understand the context of these farmers, and to measure the effects of their engagements with the company over time by comparing the results against a midline (September 2017) and an endline (September 2019) data collection.
