eC2: Assisting Tunisie Autoroutes in exploring management and financing options of highway Infrastructures and identifying a pipeline of potential PPP projects

The objective of the assignment is to determine the best course of action to encourage sustainable participation of private sector in the management and financing of Tunisias highway network.

As sub-objectives, the study will:

1. Determine the appropriate institutional structure to manage private investment in Tunisias highway network, including reviewing whether the current operational model of STA is fit-for-purpose. Based on the questions below, prepare operational recommendations and an action plan, that would answer the following questions: i) How effective and efficient is the current management of the highway assets? ii) should STA retain all its responsibilities (e.g. construction; O&M; tolling)? iii) would another structure be better? iv) what does international best practice say?

2. Determine broader sector investment needs to achieve service levels needed by the economy and the users;

3. Identify a pipeline of viable PPP projects in highway sector and prepare a road map for their preparation and implementation.

eC2: Analytical work on electric mobility programs

This activity will involve assembling global evidence and analysis on electric mobility programs and their impact on development. The objective is to help countries design electric mobility programs that are successful and effective at achieving their intended development aims across climate, economic, fiscal, and technical dimensions. The scope of analysis will consider (i) private vehicle transport; (ii) public transport; and (iii) freight transport. The firm / organization selected for this assignment will implement 3 core activities: 1. Data and information gathering on the current state of electric mobility around the world – including (i)status of key technologies; (ii) definition of key market participants; (iii) development of a database on ongoing or recently completed pilots or programs; 2. Collection of stakeholder views through interviews and surveys; and 3. Compilation of country case studies on electric mobility programs.

The World Bank seeks the services of an internationally recognized consulting firm to conduct a study on the current and potential contribution of gas to the Indonesian economy as a basis for informing policy directions and specific reforms across a range of industrial, power, transportation and household uses. The work will evaluate the gas value chain in each use of gas to identify the direct and indirect economic benefits and co-benefits of gas use (e.g. pollution abatement, lower carbon, security). It will identify barriers to the optimal use of gas and opportunities to overcome these through policy actions and public investments, including inter alia gas price, allocation and fiscal regulations.

eC2: Scaling Solar Uzbekistan – Technical, Environmental and Social Consultant

IFC has been retained as lead transaction advisor by the Government of Uzbekistan to procure the development, construction and operation and maintenance of 100MW of utility scale solar PV power on a PPP basis under the Scaling Solar Program (the Project). As such, IFC is procuring a technical, environmental and social (E&S) consulting firm (or consortium) to advise on the Project. The assignment will be split in to several phases and is expected to include: Evaluation of a potential site (or sites); review of grid code and development of the PPA technical limits schedule; detailed site studies for selected site, including ground investigations, grid integration studies and E&S scoping in line with IFC Performance Standards; and support to the tender process (e.g. tailoring of technical specs, bid evaluation). Engineering firms should consider partnering with E&S firms to strengthen their E&S offering. Use of local partners for ground investigations and local E&S expertise is also recommended.

eC2: Design support for developing a Farmer Loyalty Program

The International Finance Corporation (IFC), in collaboration with its global partners – Bayer AG, Netafim and Swiss Re – launched the Better Life Farming Alliance (BLFA) in April 2018. The objective of BLFA is to support smallholders sustainably improve farm yields and incomes and improve their lives. India is one of the countries covered under the BLFA where two projects are under implementation – in Uttar Pradesh and Jharkhand – for smallholder farm yield improvements. IFC and the BLFA partners are interested in developing a farmer loyalty program such that there are incentives or benefits for farmers to continue to engage with the BLFA partners. The farmer loyalty program should have a clear business rationale for the BLFA partners, as well as clear and articulated value for the farmers who choose to engage in BLFA projects. IFC is planning to recruit a specialized firm to design the farmer loyalty program for a pilot deployment with India BLFA farmers with potential to scale-up.

eC2: Natural Hazard Assessment for the Reconstruction of Critical Transport Infrastructure

The World Bank provides technical assistance to the Government of Myanmar to support technical solutions for Chin State by hiring an international consulting firm to prepare a hazard and vulnerability assessment for road rehabilitation to inform planned investments under the Myanmar Floods and Landslides Emergency Recovery Project in Chin State in Myanmar. The overall objective of the assignment is to contribute to the increase of capacities of the relevant ministries and agencies of the Government of Myanmar in the adoption of appropriate natural hazard assessment approaches in designing transport and infrastructure. The activity will (i) help provide technical solutions on geohazards specifically for Kalay Hakha road; (ii) draw out lessons along the above process, including data gaps and recommend solutions for improvement; (iii) and provide capacity building for the Ministry of Construction on this practice. The assignment is expected to be completed within the period of an estimated six months upon mobilization.

IFC PPP Transaction Advisory has been retained by the Lebanons High Council for Privatization and PPP (HCP) to act as lead advisor on attracting private investment through a Public-Private Partnership for the expansion of the Rafic Hariri International Airport (BEY Airport). IFC will provide advisory services to HCP to engage the private sector to optimize the operations of the existing facilities of the BEY Airport in order to solve the current capacity constraints, as well as operate and maintain the airside and landside facilities. The future operator shall also develop new facilities through a phased approach over the term of the contract to cope with the forecasted increase in passenger traffic and cargo over the next few decades.
