The World Bank is seeking an experienced senior Land Use Planning Specialist consultant (LUPS), who would be based in Maputo (ideally for 100% of his/ her time) to provide technical support and advice on the following:
a) Design and implmentation of the World Bank program of technical assistance on land use planning (LAUREL), intended to support integrated decision making for landscape management across sectors and levels of government
b)  Design and implmentation of  Mozambique’s National Territorial Development Plan (PNDT in the Portuguese acronym)
The contract would have an initial duration 150 days, with the possibility of extension, subject to performance and funding.

eC2:Study of Vulnerable Lebanese and Syrian Refugee children for Lebanon Education Research for Results Program

The primary objective of the Research for Results (R4R) program is to generate new evidence on student and teacher performance across school types and to create policy recommendations to strengthen the efficiency and quality of education services by public, private and non-state providers. Furthermore, the research program includes system-level analyses and stakeholder outreach to create and share new information about education services for uptake by policy makers and system stakeholders. The R4R program is governed by a Steering Committee, chaired by MEHE, and a Technical Committee, chaired by the Center for Educational Research and Development (CERD), and is financed by the United Kingdom Department for International Development (DFID) and United States Agency for International Development (USAID). Under the R4R program different studies are designed to understand the causes and factors associated with the variation at all type of schools, public or private, in order to support the government initiatives to ensure learning for all children in Lebanon. One of these studies is looking into the school enabling environment covering four dimensions: school finances, school management and leadership, teachers, and school physical and learning environment. Other ongoing studies are focusing on student learning outcomes as well as teacher observation and classroom practices.

eC2:Textbook Quality and Quantity Study

The Emergency Education System Stabilization Project (EESSP) is a $32 million grant from the Lebanon Syrian Crisis Multi-Donor Trust Fund that has as its development objective to support the operational needs of Lebanese public schools and to improve the learning environment in response to the continued influx of Syrian refugee children, as part of the overall Reaching All Children With Education (RACE) strategy of the Ministry of Education and Higher Education (MEHE). In order to achieve this outcome, the following activities are grouped into three components: (i): Support to Schools; (ii) Learning Environment Quality; and (iii) Project Management and Support. The three-year project aims to address two central human development and education system challenges facing Lebanon: maintaining the ability of schools to provide education services and maintaining the quality of the learning environment.

Danube Learning Partnership – Technical Partner for Disaster Risk Management and Business Continuity as a tool for Water Safety Planning

The overall objective of the work of the Technical Partner is to develop and organize a curriculum and training of trainers for capacity building in Disaster Risk Management and Business Continuity Program as a tool for water safety planning. The specific objectives of the consultancy are to (i) prepare a curriculum and related training materials necessary to deliver the Disaster Risk Management and Business Continuity capacity building program; (ii) validate the capacity of the participating Hubs to deliver the Disaster Risk Management and Business Continuity capacity building program (iii)Train the Trainers in the hubs of likely three countries including Serbia, Kosovo and possibly Bosnia & Herzegovina as well as other countries in the region according to demand (iv) oversee the quality of development and delivery of the Risk Program by the Hubs; and (v) ensure lessons learned and good practices developed during the activity are incorporated in subsequent programs.

The “Agence Sénégalaise dElectrification Rurale” (Senegalese Agency for Rural Electrification – ASER), established in 2000, is the autonomous governmental agency in charge of implementing all rural electrification programs in the country.
ASER is considering a proposal to buy down the connection fees for the households. Instead of asking the concessionaires to directly reduce the cost of connection (and ASER reimbursing that amount to the concessionaires), ASER will implement a coupon/voucher scheme, wherein households will receive coupon/voucher of certain cash values that they can use to pay for the connection fees.

Urban Wastewater Treatment Directive: Opportunities of EU accession

The objective of this study is to assess specific issues in Danube Basin region regarding: (i) implementation, (ii) outcomes; and (iii) sustainability (mostly from the point of view of affordability) of the UWWTD in the Danube Region. While the study will primarily base its assessment in the experience of current EU members countries within the Danube River Basin in the directive implementation, the work is expected to also benefit EU candidates and potential candidate countries from the region (meaning almost all other countries of the region). In this first stage, the study will not seek to answer all of those questions conclusively, but rather to provide sufficient elements needed to initiate an in depth discussion on achievement and appropriateness of UWWT directive implementation in DRB. In parallel, the study will also seek to document specific good practices that might show how to improve implementation efficiency.
