The objective of these terms of reference is to formulate a model community engagement framework for local government (LGA) PPP in Tanzania, provide provisions for the Model LGA PPP Agreement ( PPPA) to implement this model framework and provide a module for the draft LGA PPP operating guidelines for the practical application of community engagement and in particular this framework to PPP projects in Tanzania. The framework will be based on global best practices adopted in community engaged PPPs and will embody the lessons learned from different country engagements (both successful and failed), for example the World Banks citizen engagement for smart cities program and IFC’s stakeholder engagement: a good practice handbook for doing business in emerging markets.

The chosen consultant (or consortium of consultants) must have suitable experience with the technology (e.g. storage technology, global industry standards), markets (industry leading technology suppliers, market trends) and tendering processes (e.g. development of bid documents, management of competitive tenders, and understanding of bankability requirements). They should also have a demonstrated ability to communicate clearly to non-technical audience. People with prior experience of working in reputed national and/or international energy storage companies, especially on implementation of grid-connected energy storage solutions, would be given preference. The team with domestic/regional experience to spend significant time in field, backed by team with international experience in energy storage firms for quality assurance and as an advisory panel. Any changes to the proposed team members during actual execution of the assignment shall not be permitted (barring exceptional circumstances if justifiable). The short-listed consulting firms are encouraged to propose names of actual execution team against proposed positions

Global Growth Set to Strengthen to 2.7 percent as Outlook Brightens

WASHINGTON, June 4, 2017— The World Bank forecasts that global economic growthWorld Bank building will strengthen to 2.7 percent in 2017 as a pickup in manufacturing and trade, rising market confidence, and stabilizing commodity prices allow growth to resume in commodity-exporting emerging market and developing economies.

According to the World Bank’s June 2017 Global Economic Prospects, growth in advanced economies is expected to accelerate to 1.9 percent in 2017, which will also benefit the trading partners of these countries. Global financing conditions remain favorable and commodity prices have stabilized. Against this improving international backdrop, growth in emerging market and developing economies as a whole will pick up to 4.1 percent this year from 3.5 percent in 2016.

Changing the Environmental Trajectory to Build Sustainable Cities in Africa

  • A fast urbanizing Africa is rapidly degrading the natural capital of its cities. Unique features of Africa’s urbanization – such as substantially lower per capita incomes, high reliance on biomass fuels, extensive informal settlement with poor service levels, and the exposure of cities to environmental disasters, such as floods – are putting pressure on African cities’ natural environment and eroding the value of environmental assets
  • As a result, there is a significant risk that Africa’s cities may become locked into a “grow dirty now, clean up later” development path that may be irreversible, costly, inefficient, and reducing citizen’s welfare
  • However, there are important opportunities to change the trajectory that African cities are on, and to move toward a more harmonious relationship between the natural and built environments through green urban development policies

Stage I: Diagnostic Analysis: In stage I the advisory services will support EVN in: (a) reviewing and updating its corporate vision and mission statements; (b) analyzing recent business trends and the impacts on EVNs financial performance of its operating environment (including legal and regulatory framework), internal resources, and core competencies; (c) clarifying and documenting long-term strategic goals. Upon completion of these three tasks a First Senior Management retreat (senior EVN executives and Board of Management) will be held to debate and confirm corporate agreement to the proposed long term strategic objectives. In Stage II: Preparation of Corporate Strategy and Implementation Plan, the management consultant will help EVN to prepare detailed action plans for: (a) the achievement of EVNs long-term corporate goals; and (b)implementation and monitoring of the strategy, including the linkage of the strategy to EVN’s corporate and annual budgeting process.
