eConsultant2: Energy Access Household Survey in Liberia

The World Bank-ESMAP team is launching the first Global Energy Access Household AfricaSurveys in access deficit countries to set a baseline to track progress towards Sustainable Energy for All (SE4All) goal and Sustainable Development Goal (SDG) number 7 on access to affordable, reliable and sustainable modern energy by 2030.

A reputed firm with extensive experience in household surveys is sought to conduct the baseline survey on energy access and forecast of electricity demand in Liberia using the multi-tier framework approach to track progress towards SDG7 and SE4ALL goal. The survey will be nationally representative and administered to both urban and rural localities. The firm will work with the World Bank-ESMAP to pre-test, finalize and implement the survey. Data collection should be carefully monitored to ensure high quality information. After completing the fieldwork, the firm will deliver the final dataset and summary report to the World Bank-ESMAP. Additional details on the scope of work will be available in the Terms of Reference (TOR).

The Government of South Africa seeks an analysis of the options for increasing scaling+solar+main+bannerBroad-Based Black Economic Empowerment Shareholder participation in the Renewable Energy Independent Power Producer Program (REIPPP) including by improving the accessibility and terms of financing for B-BBEE equity and increasing the ability of B-BBEE shareholders to realize the benefit of their investment. This should include an assessment of the enabling conditions for primary market participation and also the constraints affecting the sale of B-BBEE shareholdings in REIPP projects. The same analysis could also be applied to other (non-renewable) projects procured under the Independent Power Producers Programme of the Department of Energy to the extent the B-BBEE position is similar.

eConsultant2: Feasibility study of PV hybridization of diesel-based mini-grids in Niger

The assignment output is expected to inform the Government of Niger, NIGELEC and the AfricaWorld Bank for the design of a World Bank-financed project component that aims to hybridize with PV and expand access to electricity in some of the existing micro-grids (centres isolés) operated by NIGELEC in throughout Niger.
The selected consultant firm will conduct a phased feasibility study of the potential options for hybridization and expanding access to electricity (households, businesses, etc.) of these mini-grids. Options for hybridization may include PV and options for storage capacity during night hours (batteries or diesel). After a first screening of the potential of the mini-grids to be hybridized and agreed technology option, the Consultant will conduct the feasibility studies (including demand assessments) of the selected mini-grids.
