Through qualitative research, IFC aims to gain a rich understanding of the change brought forth by the introduction of mobile banking services in Papua New Guinea. The consultant will conduct a number of focus group discussions with various customer segments, and analyze the information collected to assess how this new technology might have succeeded, or failed, to expand access and usage of financial services across key segments of the population. The goal of this analysis is to complement the parallel sector wide analysis, as part of a comprehensive assessment of IFCs Mobile Banking effort in Papua New Guinea.

eC2:Sustainable Community Engagement for Public Private Partnerships

The objective of these terms of reference is to formulate a model community engagement framework for local government (LGA) PPP in Tanzania, provide provisions for the Model LGA PPP Agreement ( PPPA) to implement this model framework and provide a module for the draft LGA PPP operating guidelines for the practical application of community engagement and in particular this framework to PPP projects in Tanzania. The framework will be based on global best practices adopted in community engaged PPPs and will embody the lessons learned from different country engagements (both successful and failed), for example the World Banks citizen engagement for smart cities program and IFC’s stakeholder engagement: a good practice handbook for doing business in emerging markets.

eC2: Cumulative Impact Assessment and Management in the Trishuli River Basin

The Project aims to facilitate collaborative assessment, monitoring and management of cumulative impacts via the participatory development and implementation of a Trishuli Basin Co-Management Platform (TCMP). The TCMP would be led by a team comprising the IFC, private sector HPP developers and the Government of Nepal – in permanent consultation with potentially affected communities, CSOs, NGOs and other relevant stakeholders. The TCMP is expected to significantly enhance governance in the Trishuli Basin and make planning and development of future HPPs and associated infrastructure more sustainable, efficient and transparent. The TCMP will support the mitigation of potential cumulative environmental and social impacts resulting from multiple or successive developments.

IFC is looking for Consultant(s) that will combine remote sensing data and satellite imagery data with CDR/mobile phone data to develop computational models for poverty mapping and welfare estimation in small areas and at the household level. The assignment will start with exploring poverty mapping and welfare estimation with big data sets of mobile phone data (call detail records and mobile money transactions) in Uganda; followed by replication in another country context, possibly Ghana. Analysis will also incorporate survey data, where applicable, including household surveys conducted through other research activities

IFC is implementing a project in Jamaica in partnership with the European Union, working with small and medium enterprises to create stronger links with export markets. As part of a strategy to access the U.S., Canadian and EU markets, IFC is seeking a Specialty Foods Distribution Firm (the Consultant) to identify and secure distribution opportunities as well as provide technical support to the firms in structuring its operations to meet the needs of the target markets on a sustained basis.The Consultant will work closely with Jamaican manufacturing firms to promote the flavors of the cuisine to these channels, U.S. Chefs and distributors. As part of the assignment, the Consultant will focus on (i) working with firms to develop a strategy to enter markets with a brand that is positioned to sell its products to mainstream consumers in everyday categories; (ii) educate firms on how to do business with sophisticated buyers; and (iii) facilitate transaction sales in the identified markets.

eC2:LEGAL AND REGULATORY SUPPORT ALTERNATIVE FUELS IN EGYPT

In October 2016, IFC launched a report on Unlocking Value: Alternative Fuels for Egypt’s Cement Industry. The study has identified the current status of co-processing in Egypt, analyzed the potential appetite for alternative fuels (AFR), highlighted impediments to market growth, and recommended potential solutions throughout the waste supply chain to ensure a sustainable market solution tailored to the Egyptian context, one solution in particular which was highlighted was to address key regulatory barriers. IFC seeks to appoint a local legal consulting firm to i) analyze existing solid waste laws and regulations in Egypt relevant to alternative fuels, ii) recommend required changes to existing laws and regulations or new laws and regulations to create favourable regulatory environment to alternative fuels, iii) participate in stakeholders workshops and meetings to present and discuss findings and iv) draft the policy and regulatory language (both English and Arabic).

To support our work, IFC is seeking a Strategy Consultant, who can support the Manager indexof Cross-Cutting Advisory Solutions Clean Energy & Resource Efficiency Unit [the Manager] in IFCs Istanbul Office for a 150-day contract. The Consultant will perform a variety of strategic planning and project management tasks. These tasks include, but are not limited to the following:

  • Strengthen and enhance the Clean Energy & Resource Efficiency’s operations and interactions with other parts of the World Bank Group (Global Practices, Cross-Cutting Solution Areas, IFC and Regional Teams);
  • Provide input, analysis and recommendations across portfolio and operations related matters to support the Manager; liaise with relevant parties to collect and compile data from a variety of sources; conduct analyses; prepare analytical reports and/or presentations for dissemination;
  • Support the Manager in monitoring and managing deliveries;
  • Analyzing IFC portfolio and investment pipeline data by drawing from sources such as iDesk (IFCs system of record);
  • Assist in the development of strategy documents and dissemination to relevant stakeholders;
  • Coordinate with colleagues from other functions (Human Resources, communications, fundraising, budget, Monitoring & Evaluation, quality, knowledge management) to ensure smooth functioning of the teams operations.

The principal purpose of the evaluation is to assess the extent to which GAFSP is achieving its key objective of improving the income and food security of poor people in developing countries. The evaluation should look into the overall impact of the Program, and the impacts of the Public Sector and Private Sector Windows respectively, including the Missing Middle Initiative, addressing overall operational and development effectiveness. the Programs performance should be evaluated against criteria including relevance, efficiency, impact, sustainability, additionality, and operational effectiveness/accountability of the Program and the related indicators.
