eC2: Brazil Street Lighting PPP. Consultants Expertise: PMO; Technical Street Lighting; Economic-Financial modeling.

The International Finance Corporation (IFC), a member of the World Bank Group, has been mandated by the Federal Government of Brazil (GoB), through CAIXA, its state-owned development bank (the Client) to provide lead transaction advice on the development and implementation of a Public-Private Partnership (PPP or the Project) to improve the delivery of public lighting for up to 6 Municipalities (Municipalities). IFC is now looking to hire a consultant (Consultant) to work throughout the development of the transaction with expertise in: (i) Project Management Office; (ii) Technical Street Lighting, including Artistic and Special Areas Lighting; and (iii) Economic-Financial modeling.

eC2: Consultancy to inform strategy and business plan for the African Medicines Agency (AMA)

1. Develop a strategic plan for AMA that defines AMAs strategic direction (strategic objectives) and operating model over a 5-year period that includes the transition of AMRH activities, structures, and governance into AMA.
2. Develop a business plan for AMA that defines how operations will be executed in an efficient and effective way, including the creation of a sound program management approach to deliver the plan.
3. Pressure-test the proposed criteria for both the basket of products to be evaluated and the services to be offered by AMA
4. Develop a fee-for-service model that supports the guidance development and product oversight functions of AMA linked to a solid value proposition that makes the AMA case compelling for industry and product developers and embeds predictability of processes, transparency, and accountability

eC2: Small Hydropower Mapping in Myanmar

Myanmar is in a substantial need for new power generation capacities. The country has the lowest grid connected electrification rate in Southeast Asia, with only 42% of the population supplied. It is estimated that at least 500 MW of additional generation capacity is required to come on line annually up to 2030 to meet the growing domestic demand. Although the country has abundant freshwater resources, the hydropower sector has experienced relatively limited development compared to the identified potential total capacity. To date, no reliable information on Myanmar’s available small- and medium-size HPP potential is available, neither a comprehensive database on planned, under development and commissioned plants of these capacities exist. Therefore, in order to assess the options for development of greenfield small- and medium-size hydropower plants in Myanmar, IFC intends to collect information, prepare a database and map all HPPs in the country with the capacity between 2-30 MW.

eC2: Sanitation Situation Analysis and Option Assessment

The objective of this assignment is to conduct a comprehensive sanitation situation assessment including current practice, current capacity of sanitation actors, current interventions, barriers/aspirations with regard to sanitation issues in targeted areas. Specific objectives of this assignment are to:
1- Conduct sanitation situational analysis in areas where water supply systems will be developed under WaSSIP. The situation analysis consists of detailed demographical information/data, populations, socio-economic conditions, potential development trends, and current sanitation and hygiene challenges and interventions.
2- Carry out the gap analysis and developments across the locations in order to give some indication on the priority sanitation interventions that would be needed.
3- Carry out preliminary technical and financial assessment of proposed sanitation solution options (including soft and/or hard intervention) in accordance with the findings of situational analysis.

eC2: Mozambique Primary Health Care Strengthening Program – Procurement Audit of the Health Sector

The World Bank seeks a firm to carry out an audit of the procurement and contract management on a sample basis. The audit will assess the procurement processes in the Ministry of Health of Mozambique and the Central Warehouse of Medicine and Health Supplies (CMAM) in order to determine whether economy efficiency and value for money are being achieved. The audit shall also recommend any measures to improve the effectiveness of procurement and contract management. The audit will cover the years 2016, 2017, and 2018.

eC2: Local PPP firm – Deyang Water and Sanitation PPP, China

IFC will procure a consultancy firm with technical and financial expertise to assist in preparing the Two Evaluations and One Plan (Value for Money Evaluation, Financial Affordability Demonstration, PPP Project Implementation Plan) to obtain government approval for this PPP project. The Consultant will be hired and supervised by IFCs transaction advisory service Public Private Partnership. The Consultant shall owe its duty of care exclusively to IFC. All correspondences and interface with the client government and its representatives will be done with the expressed consent of IFC.

eC2: Battery storage Installation in Senegal. Preparation of tender documents and implementation support

With the objective of facilitating the development and integration of renewable energies in Senegal, this study aims to prepare the tender documents to put in place battery storage (60MW capacity 30mn 1h for frequency regulation) and their integration in the electricity network for their installation and operation in the short term. The Consultant should prepare the tender documents for the installation, integration of these batteries and their operationalization during one year. Based on the existing studies, the Consultant should confirm the size and location of the battery storage.
