eC2: Special Areas and Artistic Lighting Consultant for Street Lighting PPP in Rio de Janeiro

IFC has been mandated by the Municipality of Rio de Janeiro, through its Secretary of Services, to provide lead transaction advice on the implementation of a PPP to expand, refurbish, maintain the current lighting stock with modern lighting technology and build and implement a centralized OCC. The project is expected to improve public lighting services to the population, generate energy savings (and thereby avoided GHG emissions) and support the improvement of public safety. IFC is looking to hire a consultant to provide support on the development of the PPP throughout the main phases of the advisory process: Phase I(Structuring) and Phase II(Procurement).
The main objective of this assignment shall be to support IFC in the analysis and selection of urban patrimony and special areas within the city and to develop projects and guidelines to be implemented in these areas.

Last week on World Population Day, I was thinking of the joy of children and the right of babieswomen to decide when to have them. It matters to women, but it matters to society as a whole. There can be no sustainable development without women’s empowerment, and there can be no women’s empowerment without access to comprehensive maternal and reproductive health services. Unlocking Investment in West Africa

Despite West Africa’s enormous investment potential, its integration into the global nigeria-fdi-hoeleconomy is low. One sign of this is that the region captures only 5% of Africa’s total Foreign Direct Investment (FDI). The main hurdles for national, regional, and foreign investors are cross-border constraints. Small businesses and service providers are especially affected.

“In Nigeria, burdensome and non-transparent administrative procedures, land, the clearance of goods and services at ports and airports, and access to finance are some of the obstacles hampering investors,” said Bala Bello, Deputy Director for Policy and Advocacy at the Nigerian Investment Promotion Commission.

eC2: Technical Advisor for Mauritius Water Utility Affermage PPP

IFC has been mandated by the Government of Mauritius – through the Ministry of Energy and Public Utilities – to assist in structuring and tendering an affermage arrangement for the Central Water Authority (CWA), the national water utility. As part of its mandate, IFC will be appointing several consultants to support, including an international engineering firm, which will be required to evaluate CWA’s operations, assess capex planning and financials, provide inputs to the financial model, and evaluate the current structure of CWA and perform a skills assessment. A World Bank study was carried out in 2016 to identify PPP options for improving CWA’s performance, which included technical due diligence so the purpose of this study will be to update the study and supplement as necessary. Additional details are contained in the attached terms of reference.
