eC2: Mauritania Water Sector: Institutional Diagnostic of the Central Directions and Structures (ONSER, CNRE) under the supervision of the MHA

The main objective of this study is to make a legal, institutional, organizational and technical (in terms of capacity) diagnosis of how the following institutions work and interact with one another to deliver drinking water and sanitation services to rural and semi-urban populations in Mauritania:
1. Directorate of Hydraulics
2. Directorate of Sanitation
3. Directorate of Hydrology and Dams
4. Policy, Monitoring and Cooperation Directorate
5. Regional Directorates of Hydraulics and Sanitation.
And the institutions under the supervision of the MHA which are:
6. ONSER
7. The CNRE
Based on this diagnosis, proposals for improving the organization, functioning and efficiency of these structures of the public water service will be formulated in the form of a functional reorganization plan of the MHA and the entities under its supervision. The ways and means needed to improve the interaction and cooperation between these various structures will also be laid down.

Rebuilding communities after disasters – four and a half lessons learned

The death toll from Cyclone Idai that ripped into Mozambique, Zimbabwe, and Malawi in IDAI Aftermath - A man fixes the roof of his house in Praia NovaMarch 2019 is now above 1,000, with damages estimated at $2 billion. In 2018, more than 10,000 people lost their lives in disasters (with $225 billion of economic losses). Approximately 79 percent of fatalities occurred in the Asia Pacific region, including the catastrophic earthquake and tsunami in Indonesia’s Sulawesi Island. In fact, 2017 and 2018 have been estimated as the most expensive back-to-back years for weather disasters, totaling $653 billion of losses.

Vietnam is urbanizing at a rapid pace. Cities, particularly those in low-lying delta areas are especially vulnerable to extreme weather events and impact of climate change. The rapid pace of urbanization is expected to intensify the economic costs related to extreme events. Urbanization in Vietnam has also been accompanied by rising air and water pollution, inadequate solid waste management and wastewater treatment, urban sprawl, and loss of green space threatening urban livability. Cities are also major users of energy and major contributors of GHG emissions. The proposed activity is being carried out in collaboration with the Government of Vietnam to enhance climate smart urbanization in the country.

Shedding light on the informal economy: A different methodology and new data

In Mozambique’s three largest cities (Maputo, Beira, and Nampula), informal informal_economy_image01businesses—those operating outside formal licensing and registration procedures—outnumber formal firms by a factor of 9 to 1. The World Bank’s Enterprise Analysis Unit recently published surveys of informal businesses in Mozambique, conducted in collaboration with the country management unit and colleagues from the Finance, Competition, and Innovation Global Practice. These surveys were designed to mirror the standard World Bank Enterprise Surveys, which cover the formal sector, but were tailored to better understand the unique conditions in which informal firms operate. Thanks to recent methodological innovation in sampling techniques, these surveys now also provide an estimate of the total number of informal businesses.

U.S. Electricity Output Rose 6.2% From A Year Earlier

The Government of Angola (GoA) has requested support from the World Bank Group to complete a National Electrification Analysis (NEA), addressing all key aspects of investment planning, institutional and contracting arrangements, and needed financing and regulations for providing reliable electricity service, ultimately achieving the national electricity access targets. Thus, the World Bank Group is seeking to hire a consulting firm or consortium to help complete the NEA. The scope of work encompasses: (a) preparation of a geographic information system (GIS)-based database; (b) identification of least-cost electrification options based on different locations/density levels/electricity needs; and (c) identification of suitable implementation options for scaling up electrification in Angola in line with national electricity access targets.
