The government of Timor-Leste intends to enhance diagnostic services by implementing a HospitalPublic Private Partnership (PPP). Through the proposed PPP a private operator would be engaged to provide the full range of diagnostic services (CT scan, MRI, X-Ray, USG, Mammography and all laboratory tests) within Timor-Leste, reducing expenditure on transferring people/samples outside the country. The PPP will involve creation of a layered hub-and-spoke structure with important and emergency tests handled locally, while samples for other tests are moved to the nearest bigger facility, avoiding duplication in the investment, people, equipment and infrastructure. IFC is seeking the services of a qualified legal consultant to support its transaction advisory team on developing and implementing the tender for this project.

In 2015 the World Bank Group developed the Report on Recommended PPP Contractual PPPsProvisions, 2015 Edition which was published in August 2015 and presents the first attempt by any of the Multilateral Development Banks to prepare a compilation of recommended contractual language for PPP agreements. In response to the industry feedback received on the contents of the 2015 Report during internal and external stakeholder consultations following its publication, it is now intended to continue this very successful initiative and to engage an international law firm to prepare a new version of this report, namely the Report on Recommended PPP Contractual Provisions, 2016 Edition (2016 Report).

Ministry of Health of Liberia (MoH) is aiming at improving its laboratory and imaging PPPsservices at the JFK Medical Center (JFK) through private sector participation. As its request, IFC, a member of the World Bank Group, is advising MoH to develop this health projects as a Public Private Partnership (PPP). The objective of this project is to improve public laboratory and imaging services in Monrovia by attracting one or several PPP partners to structure and operate the National Diagnostic Center as a Finance, Build, Design, Equip Operate and Transfer PPP.
