World Bank’s Poverty Commission Releases Report on How to Better Measure and Monitor Global Poverty

WASHINGTON, October 18, 2016 – The World Bank’s Commission on Global Poverty has submitted recommendations on how to more comprehensively measure and monitor global poverty in support of the Bank Group’s goals of ending extreme poverty by 2030 and boosting shared prosperity.

“The aim of our Report was to improve the way the World Bank monitors poverty. By focusing on changes over time, we can learn, taking account of the potential margins of error, about the evolution of global poverty. The confidence to be placed in these conclusions can be increased by improvements in the methods of analysis and in the underlying data. Outside the World Bank, it is hoped that this report will be of value to everyone engaged in poverty measurement across the world, and be a highly positive force in encouraging partnerships,” said Sir Anthony Atkinson, Lead Author & Chair of the Commission on Global Poverty.

eC2:Implementation of Childcare Intervention Project in the DRC

The project will set up and manage 90 community-based childcare centers in 90 randomly selected villages in the province of Kongo Central. At least 1260 women with children aged one to five will be recruited in the villages to participate to the project. The intervention will be implemented in close coordination with the Western Growth Poles project and will be evaluated a through randomized control trial. Working under the supervision of the WB, the selected firm will be expected to (i) successfully set up and manage the community-based childcare centers, (ii) work in close collaboration with the Ministry of education, SNV and all the stakeholders, (iii) collaborate with the GIL on the impact evaluation of the intervention.

eC2: Development of Community Landslides Risk Mitigation

The objectives of this assignment are to: i) carry out a Landslide Vulnerability Assessment; ii) identify the policy, legal and institutional constraints in resettlement of vulnerable people and recommend improvements; iii) develop operational procedures and manuals for efficient planning and execution of a national program for landslide risk mitigation including resettlement of people living in high risk areas; and iv) based on the above outcomes, develop a time bound, implementable Community Landslides Risk Mitigation Action Plan.The Government intends to develop an investment proposal for landslides risk mitigation and seek funds from donors to support the program. A secondary objective of this assignment is to produce data, knowledge, and materials required for preparing of such proposal.

The Irrigation Schemes planned under the 2016-2020 development plan will be considered for the forecasting of the business development of the entity in charge of the selected management arrangements in the Governorates covered by the project. The study area includes the Public Irrigation Schemes benefiting from the “Irrigated Agriculture Intensification Project” proposed for funding to the World Bank and located in the Governorates mentioned above.

Global Cooperation through Carbon Markets Could Cut Climate Mitigation Costs Dramatically: New World Bank Report

HANOI, Vietnam, October 18—Greater cooperation through carbon trading could reduce the cost of climate change mitigation by 32 percent by 2030, according to a new World Bank report released today at an international carbon event in Vietnam.

New modelling analysis undertaken for the State and Trends of Carbon Pricing 2016 report shows that increased international carbon trading could enable large-scale emissions reductions at much lower cost than at present, based on the carbon mitigation goals spelled out in countries’ national climate plans under the Paris Agreement — the Nationally Determined Contributions, or NDCs.  By the middle of the century, an international market has the potential to reduce global mitigation costs by more than 50 percent.
