T&C is currently in the process of developing a set of learning materials and tools that will
help World Bank Task Team Leaders (TTLs) with designing and implementing agribusiness SME projects. Over the past few years, key insights on the topic have been gained from field-based implementations, research and dialogue internally and externally to the WBG. T&C is therefore currently seeking to develop 1) a diagnostic framework to identify the opportunities for- , and challenges and needs of SMEs in the agribusiness sector; 2) a training module on agribusiness SME development, 3) a business modeling toolkit for Agribusiness Entrepreneurship Centers (AECs); and 4) an Operational Manual for AECs. While deliverables 1 and 2 will focus broadly on agribusiness SMEs outside the farm gate, deliverables 3 and 4 will focus on agro-processing primarily food processing SMEs specifically.

The objective of this assignment is to support the GoP in the formulation of the RRSP program through the technical and logistic preparation of the development of the Business Case & Knowledge, Scope, Content & Approach, Execution Processes & Modalities, Monitoring & Evaluation Framework, and Consultative Process.
The firm will liaise between the GoP and the World Bank and other Development Partners through close interaction and engagement with the inter-agency RRSP Steering Committee and the inter-agency Technical Working Groups and DENR Program Development Secretariat.

The main activity proposed is to develop a document that provides guidelines on the goals,
objectives, analyses, and design modifications needed to achieve climate resilience in hydropower projects. The document must reflect the input of the World Bank and external project steering committee, and reflect the results of multiple rounds of review and consensus-building among relevant internal and external components of the steering committee, with a special focus on stakeholder liasions with external stakeholders.

The Rural Electrification Authority (REA) was established in 2006 under the Energy Act to
enhance electricity supply in rural areas. REA has played a significant role in the sector through the grid extension projects and off-grid solutions. The focus of REA is to play an increasing role in the overall socio-economic development of Kenyan citizens. The Government has set up an ambitious target of achieving universal access by 2020 and has provided increased support to the energy sector so as to achieve the desired electrification goals.

In March, the Dutch companies Steward Redqueen (impact measurement & strategy) and TTC Mobile (innovative survey technology) joined forces and won IFC’s tender for the ‘Agri Commodity Traders Evaluation project. It’s a challenging exercise which focuses on assessing the development impacts of IFC agriculture commodity trader projects. The aim is to better understand the contribution to the development of commodity trading agents in different environments; such as key export-oriented vs. domestic market-oriented crop, transition economy vs. developing economy, and crops which involve smallholder farmers (e.g. coffee, cocoa, tea) vs. large estates producers (e.g., grains, oilseeds). The project started in April 2016 and its finalization is planned in Q1 2017.
The Netherlands Embassy emphasizes the importance of establishing a partnership to raise the chances of winning WBG tenders. A prime example is the Steward Redqueen and TTC Mobile partnership. Both companies have contacts in different departments within the World Bank Group, but had never worked together until the end of 2015. Through the embassy both parties learned of the publication of the ‘Agri Commodity Traders Evaluation’ tender on eConsultant2. After the liaisons put the two companies in touch, both TTC Mobile and Steward Redqueen realized that by collaborating they would have a good chance at winning the tender. Their unique collaboration resulted in winning the tender.

The objective of the assignment is to provide advisory services to stakeholders within the Housing and Real Estate sector, at both the National and County Government level, on PPP strategy formulation and key aspects of PPP project identification, preparation and implementation. The expected services are detailed more fully in Section 4 (Scope of Work).
