DIME is a global program in the Banks Research Group that carries out Impact Evaluations (IEs) to test innovations and find solutions to make policy work. As a bridge between research and development operations, DIME provides a substantial knowledge contribution by generating high-quality evidence across a set of strategic development areas. The IE Text Messaging for Behavior Change in Zambia is part of the DIME program and aims to use a novel text-messaging-based intervention to: 1) identify behavioral barriers that lead to low engagement with formal financial services amongst those using the services; and 2) test strategies to help people overcome those barriers to increase engagement and financial security. To implement this IE, DIME is seeking proposals for a technology partner to operate a two-way conversational text-message system to improve savings account usage and improve loan repayment rates for financial sector clients in Zambia

Better Agriculture Regulations Could Help Feed World’s Growing Population, Says WBG Report

WASHINGTON, February 7, 2017 –Improving agriculture regulations in low and middleland-administration-page income countries could go a long way toward feeding the world’s growing population and improving farmers’ livelihoods around the world, says the latest edition of the World Bank Group’s Enabling the Business of Agriculture (EBA) 2017 report, released today.

The report argues that, while many countries are already home to strong, commercially-oriented agriculture, more needs to be done, for example, by lowering transaction costs for farmers and firms engaged in domestic trade and exports, by improving water permit systems for irrigation, or by providing better conditions for microfinance institutions. Smart regulations that ensure safety and quality control while avoiding burdensome and inefficient requirements are highlighted in the report as good practices that governments may wish to consider as part of their reform efforts.

The study will identify climate risks associated to the areas of intervention for the Pilot Program for Climate Resilience (PPCR) in the country that are relevant to the private sector (water management and infrastructure, agriculture and food security, meteorological knowledge management and climate data). Based on the identified risks, the study will consider how the private sector, including commercial banks, can protect themselves from those climate risks as well as deliver essential products and services to help communities and businesses tackle climate challenges. The study will also analyze the existing enabling environment and market barriers that prevent the private sector from engaging in climate adaptation. Moreover, the study will identify potential private sector investments.

2) Study of data standards/specifications being used for collection and maintenance of data pertaining to cadastral, critical infrastructure, land use, etc. as well as broader planning and hazard/risk assessments;
3) Recommendation on what municipal services could be linked with geospatial data; and,
4) Preparation of a strategy for enhancement of technical capacity and equipment for different types of municipalities.

Improving the Organizational Structure and Staff Conditions of Service for Lusaka Water and Sewerage Company, Zambia

Lusaka Water and Sewerage Company (LWSC)is currently implementing a World Bank-assisted Lusaka Sanitation Project which aims to increase access to improved sanitation services and strengthening LWSC’s institutional capacity to deliver on its mandate. Within the context of the project, LWSC management has requested the Bank to support an urgent technical assistance (TA) activity aimed at reviewing LWSCs current organizational structure in order to inform important HR-related decisions that LWSC management and Board of Directors are considering as they embark on the process of transforming the utility. The objective of the TA is to review and advise on an improved and sustainable organizational structure and staff conditions of service for LWSC. The outputs from this activity will help inform critical decisions on maximizing staff productivity and performance, and reducing skyrocketing staff costs.

Ineffective policies can persist, while potentially effective policies are often not adopted. WDR 2017 coverThe World Development Report 2017: Governance and the Law explores why some policies fail to achieve desired outcomes and what makes other policies work. The main messages of the WDR 2017 are:

  • Successful reforms are not just about “best practice.” To be effective, policies must guarantee credible commitment, support coordination, and promote cooperation.
  • Power asymmetries can undermine policy effectiveness. The unequal distribution of power in the policy arena can lead to exclusion, capture, and clientelism.
  • Change is possible. Elites, citizens, and international actors can promote change by shifting incentives, reshaping preferences and beliefs, and enhancing the contestability of the decision making process.
  • Three guiding principles for rethinking governance for development are:
    1. Think not only about the form of institutions, but also about their functions.
    2. Think not only about capacity building, but also about power asymmetries.
    3. Think not only about the rule of law, but also about the role of law.
