The State of Social Safety Nets 2018

  • An estimated 36 percent of the very poor escaped extreme poverty because of social safety nets, providing clear evidence that social safety net programs are making a substantial impact in the global fight against poverty.
  • In developing and transition countries, 2.5 billion people are covered by safety net programs. Of these, 650 million people are from the poorest quintile.
  • Yet, in low-income countries, only 1 in 5 of the poorest are covered by safety net programs.

eC2: ENERGY AUDIT AND PRE-FEASIBILITY STUDY FOR NAMANGAN CITY SUVOKOVA

Objective:  The specific objective of this assignment is to explore options to unlock energy efficiency and demand management potential of Namangan city water supply and sewerage utility, by analyzing its energy performance indicators and identifying energy savings and load shifting options. This Consultancy assignment consists of three primary and interrelated tasks: (1) Energy Efficiency Audit; (2) Analysis of Time-of-Use of pumping operations to identify options to reduce electricity costs; and (3) Pre-feasibility studies for energy efficiency and load management investments. Commencement of the services is approximately scheduled for May 2018, to be implemented over a 9-month period. Further details are provided in the attached Terms of Reference.

“Real governance” in Fragile, Conflict-affected and Violent States – What is that?

The Fragility Forum was held in Washington D.C. from March 5 to 7. More than 1,000 people from over 90 different countries attended. At one of the events, ‘Real Governance in FCV settings: Engaging State and Non-State Actors in Development’ practitioners and policy-makers discussed which actors to work with in complex FCV situations, and what the choice of actors would mean from a human rights and social accountability perspective.

eC2: Assessment of water-related academic and research capacity in Central Asian countries and development of recommendations for improvement

Objective:  During the past few years, all CA countries have introduced main principles of the Integrated Water Resource Management (IWRM) into their national policies and practices at central and local levels. Practical implementation of IWRM principles required higher quality of background education and skills among water professionals at all levels. Trying to meet these new demands some universities in CA countries have introduced elements of IWRM curriculum in their academic programs. However, these efforts remain scattered and uneven across the region.

Objective: IFC is seeking to contract a local consultancy firm for an upcoming advisory project in the poultry sector. The firm will be tasked with: 1) Developing two assessment tools for (a) poultry agents and (b) animal feed dealers respectively that captures their key business management gaps. 2) Testing the newly designed tools on a small number of agents and feed dealers before launching the tool officially. 3) Submitting the finalized assessment tools to the IFC. 4) Conducting training and providing additional support to the IFC or its implementing partners on the assessment tools as necessary.

Reengaging finance ministers in the fight against climate change

At the One Planet Summit in December 2017, French President Emanuel Macron Wind turbine farmcautioned that “we are losing the battle” on climate change and are “nowhere near” being able to contain rising temperatures to between 1.5°C to 2°C. Instead, Macron warned, temperatures could rise by 3.5°C or more by the end of this century.

Objective:   The International Finance Corporation (IFC)is seeking a firm to conduct an economic and social impact evaluation(ESIE)of selected water and wastewater investments in China. The quantitative component of this analysis will focus on GDP and employment impacts at a regional and/or national level. IFC has conducted a thorough literature review exploring the conceptual connection between interventions in water/waste water projects and welfare. IFC is seeking to build on this literature review to conduct the ESIE of selected investments in China. The project entails the development of a generic Excel-based tool to quantify ex-ante the value added by water/waste water sector investments to relevant macroeconomic sectors.

Objective:   There is equally a global consensus that countries will not achieve our UHC goals with the present trajectory. The scale of unmet country needs is daunting. On the present course, health financing is inadequate, confined to traditional sources and overly reliant on out-of-pocket spending, decision support is limited, financing and services are fragmented, implementation capacity and coverage are slow and inadequate, innovations painstakingly slow and small-scale. What is needed, is a step-change in both the financing and delivery of UHC. This means improving the efficiency of decision making and delivery and seizing on and scaling-up innovations.

eC2: Regional households survey on poverty and health in Senegal

Objective:  The Household Survey: Building on the questionnaire already developed for the forthcoming LSMS survey in Senegal (shortened version), the household survey will collect comprehensive and multi-purpose household data, including specific modules on health (health expenditures, financial protection, as well as a short module on adolescent health). Administering this survey tool through the CAPI (Computer Assisted Personal Interview) software developed by the World Bank (Survey Solution), the survey is expected to cover approximately 2100 households distributed across three regions and representative at the departmental level.
