Flooding is among the most serious and dangerous of all global risks, causing loss of life and damage to property, livelihoods and economies. Climate change is expected to intensify flooding in the coming decades, while economic growth and urbanization place more people and property in flood-prone areas. Despite these dangers, flood risks are often underestimated and poorly managed due to lack of transparent, accurate data on current levels of flood protection, both in developing and developed countries.

eC2: Supervision and knowledge transfer for the development of a river basin-wide flood management plan

Assignment Description: The main tasks of the firm to be selected through this procurement is to carry out supervision of activity (2) above, i.e. the development of the Integrated Flood Management Plan (IFMP) that will cover the three river basins, Ba, Cai Ninh Hoa and Cai Nha Trang. Three IFMP in three river basins will be developed. Upon request of VNDMA, it is necessary to scale up the experiences of, and lessons learnt from IFMP development in Vietnam. It is not the intention of this firm to be hired to develop the plan, but more to provide quality assurance during the management plan development process, and to ensure that adequate knowledge transfer is done to allow lessons learnt from other successful flood management plan development projects in Vietnam and other countries globally, are reflected through the development process and in the final plan. Integrated Flood Management Plans (IFMP) is a generic term that refers to flood risk management plans developed at the river basin level.

Scope of Work:
Task 1: Preparation with an inventory of flood hazards and available models and data:
Provide a comprehensive assessment of the threats caused by flood hazards in the seven cities;
Task 2: Adapt the existing hydrological and hydraulic models for the seven cities;
Task 3: Flood hazard mapping and additional recommendations for the seven cities;
Task 4: Training assigned staffs of the seven cities.

The firm will also be expected to provide expert advice regarding best practices in flood management from other countries, both from developed and developing countries. These best practices, along with initial assessment of status of flood management in Antananarivo, will be presented at the launch workshop being organized for December 2015.
