eC2: Creating an Enabling Environment for Private Sector Investment in Agriculture and Aquaculture in the Mekong Delta

The aim is to assist with informing efforts to promote greater private sector investment in the Mekong Delta region. The work includes: A: SCOPING:
i. Classifying the domestic private firms operating in the Mekong Delta;
ii. Conduct rapid review of ongoing support for the different groups of domestic private firms;  iii. Identify three global value chains (GVCs) that domestic firms could link with;
B. SITUATION ASSESSMENT
Conduct a situation assessment of:  i. Opportunities / challenges for the different segments of domestic firms independent of GVCs; ii. Opportunities / challenges for the relevant segments of domestic firms if they aim to join one or more of the three GVCs and rank these; iii. Map opportunities/challenges faced by domestic firms (independent of GVCs) and to join the three GVCs and existing support (domestic and international).

This assignment aims to provide capacity building support and technical assistance to thseven participating cities in the Mekong Delta under World Bank SUUP Project to incorporate green infrastructure principles to urban planning and infrastructure design. Main tasks include review of Vietnamese legal and regulatory framework on green infrastructure design and development, assessing baseline and needs in the cities, sharing global experiences, review and advising on detailed infrastructure design, preparation of design guidelines, providing training, and recommendations of incorporating green infrastructure principles and design into various city plans and regulations.

eC2: ABP2 Mekong Delta Pillar: Firm consultants for climate-resilient livelihood models and transition strategies in the Mekong Delta

Objective: The Consultant will provide technical expertise across a range of fields including agro-ecology, livelihood adaptation, agricultural economics and value chain, and community and gender, to review, identify and provide analysis of sustainable climate-resilient transition models in agriculture, aquaculture, and horticulture livelihoods in the Mekong Delta. 1. Task 1: Define and describe the context and trends in at least six (06) agro-ecological sub-regions in the Mekong Delta: Plain of Reeds, Coastal LXQ, Mid-Tien and Mid-Hau River, West-Hau River, Ca Mau Peninsular, and West Coast Peninsula . 2. Task 2: Describe the most prevalent livelihood models in the six (06) agro-ecological sub regions. 3. Task 3: Assess the performance of the viable potential livelihood models. 4. Provide a comprehensive assessment of the threats caused by flood hazards in the seven cities;

Task 2: Adapt the existing hydrological and hydraulic models for the seven cities;

Task 3: Flood hazard mapping and additional recommendations for the seven cities;

Task 4: Training assigned staffs of the seven cities.
