The objective of the IFC Azerbaijan Investment Climate and Agribusiness Competitiveness Project, is to support the Government of Azerbaijan [GoAz] to diversify and increase the competitiveness of the economy in line with its strategic objectives. The agribusiness component of the project aims at enhancing the market competitiveness of the agribusiness sector as a first priority in diversifying the economy by: (i) enhancing access to quality seeds, and (ii) streamlining regulatory frameworks along agribusiness value chains.
The objectives of the current assignment are to support the Government of Azerbaijan in: (i) harmonizing domestic seed certification rules, regulations and procedures with international OECD seed schemes; and (ii) carrying out capacity building activities on the new seed certification procedures for the National Designated Authority (NDA).

eC2: Air Quality Management in Vietnam, Air Emission Sectoral Data Verification

The scope of work described here focuses on the verification of the modelling data that has been used and subsequently additional collection and validation of activity data and characteristics for key emission sources at the regional level of larger Hanoi region. This work shall be done mostly in close cooperation with Hanoi and secondly in cooperation with MONRE and Bac Ninh and Hung Yen. The objective of the assignment under this Terms of Reference is to assess and collect the data gaps and propose the best set of regionally attributed activity data for the key sources of air pollution in the different sectors. The final datasets shall be suitable for incorporation in the Vietnam GAINS model and discussed and consulted with IIASA, CEMM, MONRE, Hanoi, Bac Ninh and Hung Yen and their respective Department of Natural Resources and Environment (DONRE) as well as World Bank. The World Bank will support and facilitate the consultations with MONRE, Hanoi, Bac Ninh and Hung Yen.

The World Bank is seeking to engage the professional services of a firm specialized in the modeling of hydro-meteorological natural disaster risk in an international environment.
The AP seeks to continue evaluating risk transfer instruments, particularly for hydro-meteorological risk, as highlighted in the APs joint declarations in April 2018 and, to that effect, has mandated the International Bank for Reconstruction and Development (World Bank Group) to provide technical assistance for identifying the most relevant hydro-meteorological risks, clearly defining them for the purposes of risk transfer, and evaluating potential financial instruments to provide coverage against such risks. The World Bank Group may act as an advisor to the Client Countries for assessing and developing potential risk transfer instrument, and might be the sponsor of a CAT Bond, should all or some of the Client Countries decide to issue one, via the World Bank.

The objective of this assignment is to provide support to the national energy regulator of Ukraine, in the assessment of existing daily balancing system for gas distribution system operators (DSOs) and its further synchronization with the transmission system operator (TSO) including, among other things, adequate metering, aggregation, reporting and reconciliation of daily volumes along the gas supply chain from the TSO to DSOs and final users of gas. The assignment will support the implementation of agreed reform actions and as needed, provide just-in-time advice to the Regulator on matters related to the improvement of the daily balancing system for transmission and distribution. The objective of this work is to enable the integration of variable renewable energy (VRE) and battery storage into the Zanzibar electricity grid, thereby contributing to the Revolutionary Government of Zanzibars (RGOZ) efforts in energy security, diversification of supply options and financial and operational sustainability. The study will provide guidance to Zanzibar on the techno-economic underpinnings for developing and integrating variable renewable energy technologies into the power system, and the possible implications on structuring of the ownership of storage and solar as a PPP.

eC2: Identification of local and regional market opportunities and end-market consumption of cocoa-based products for Cote d’Ivoire and Ghana

The objective of the assignment is to conduct an analysis of the local and regional market opportunities for cocoa-based products in the cluster cocoa production countries (Ghana, Côte dIvoire, Nigeria and Togo), and Senegal and Cape Vert the two (2) West African countries having the highest GDP per capita. More specifically, the study aims to:
– Identify and analyze the current local and regional market and potential opportunities for increased downstream uses of and end-market consumption of cocoa-based products;
– Perform an accurate market-sizing exercise for each of the different markets (i.e. Ghana, Côte dIvoire, and West African as a region) in terms of volume and value;
– Perform an analysis to determine the level of investment and capacity-building needed to develop these opportunities.

A summary of the main supporting activities envisioned (though the consultants are invited to propose alternate arrangements) is below, but details will be elaborated in the request for proposals (RFP).
1. Throughout, participate in consultations seeking input from stakeholders, the IEC, the SIC, the Board, the GPE Secretariat, and GPE partners.
2.Based on the RFP guidance, further refine the evaluation questions and the methodological design as part of the inception note development.
3.Conduct the evaluation (reviewing existing data and reports and carrying out new data collection as necessary, developing and presenting progress reports and an intermediate report along the way).
4.Participate in review processes with the IEC and edit and refine the final evaluation and outputs.
5.Package all outputs for publication and presentation.
6.Present the findings in meetings about the evaluation.

The main objective of this study is to make a legal, institutional, organizational and technical (in terms of capacity) diagnosis of how the following institutions work and interact with one another to deliver drinking water and sanitation services to rural and semi-urban populations in Mauritania:
1. Directorate of Hydraulics
2. Directorate of Sanitation
3. Directorate of Hydrology and Dams
4. Policy, Monitoring and Cooperation Directorate
5. Regional Directorates of Hydraulics and Sanitation.
And the institutions under the supervision of the MHA which are:
6. ONSER
7. The CNRE
Based on this diagnosis, proposals for improving the organization, functioning and efficiency of these structures of the public water service will be formulated in the form of a functional reorganization plan of the MHA and the entities under its supervision. The ways and means needed to improve the interaction and cooperation between these various structures will also be laid down.

In recognition of the serious health challenges and the global dimension of the epidemic threats, the African Union Heads of States and Governments established the Africa Centers for Disease Control and Prevention (CDC) as a specialized agency of the African Union Commission and formally launched its operations on January 31, 2017.
The Africa CDC operates through three levels: (i) a secretariat based at the African Union headquarters (HQ) in Addis Ababa, Ethiopia; (ii) five Regional Collaborating Centers (RCCs) located in Egypt, Gabon, Kenya, Nigeria, and Zambia; and (iii) the National Public Health Institutes (NPHIs) and Centers of Excellence. To assure a coherent network between the RCCs, the NPHIs and Centers of Excellence, Africa CDC launched the Regional Integrated Surveillance and Laboratory Network (RISLNET) as an integrated platform for strengthening national and regional surveillance and laboratory systems; and harnessing existing public health assets for disease prevention.
